The Legal Framework For Financing Grassroots Sports: A Qualitative Study

Sport is an integral part of the government financing system, but these resources are certainly not alone meeting the needs of sports organizations. The sports organizations should be looking for revenue, but because of legal gaps faced with many problems. Qualitative research method in which to answer the research questions of data-based method is used. Data collection methods such as interviews, observation and document review were conducted. The study population included all scholars, managers and experts to deal with the issue of financing. According to the method of Grounded-theory, theoretical sampling was done. Analyze data using a three-stage open coding, axial and selective using version 5.2 software Atlas.Ti was done. Results showed the legal nature of federations, weakness in laws and regulations; comprehensive clubs law, TV rights and protection rules in sport are some of the most important legal issues in financing grassroots sports federations. It seems implementation strategy of optimizing legal system in sport could solve many obstacles of financing grassroots sports federations and increasing their revenue channels and efficiency.
