Since nodes in vehicular ad hoc networks are mobile, transfer of information, especially sensitive traffic data such as video is very important in these networks. The most important challenges in transferring video packets are reducing congestion, achieving optimum bandwidth consumption, and reducing peer-to-peer delay. To increase
