در اين مقاله ابتدا لزوم استفاده از سيستم هاي مديريت روسازي تاحدودي تشريح شده است و پس از معرفي سيستم مديريت روسازي ، به معرفي اين سيستم در كشورهاي مختلف پرداخته مي شود. نتايج بررسي حاكي از آن است كه توسعه و تدوين چارچوب PMS در كشورهاي پيشرو نظير آمريكا بر اساس تحقيقات داخلي، شكل گرفته است و به نوعي آنها توليد كننده علم در اين حوزه محسوب مي شوند. در حاليكه در ساير كشورها مثل هند و عربستان چارچوب مربوطه از ساير كشورها وارد شده و مورد استفاده قرار گرفته است. در كشور ما نيز ساختار مناسبي براي مديريت روسازي وجود نداشته و نبود اين ساختار به شدت حتي در تخصيص اعتبارات محسوس مي‌باشد و عمدتا تصميم‌گيري‌هاي مديريتي كلان در كشور در زمينه مديريت روسازي به صورت سليقه‌اي و نه براساس تحليل‌هاي علمي و فني و تحليل‌هاي اقتصادي صورت مي‌گيرد. لذا نياز به بازنگري واصلاح روش‌ها در اين زمينه وجود دارد و بايد با انجام بررسي‌ها وتحقيقات علمي مناسب، نسبت به بهبود شيوه‌هاي فعلي اقدام گردد.
