طي دو دهه گذشته ساختمان سازي به عنوان يكي از بزرگترين و مهمترين صنايع توليدي كشور، سرمايه هاي هنگفتي در بخش نيروي انساني و اقتصاد ملي را به خود اختصاص داده است. متاسفانه عدم توجه به معيارهاي واقعي و اصول حاكم بر صنعت ساخت و ساز و از همه مهمتر ضعف مديريت كيفيت در اين صنعت باعث شده تا توسعه و گسترش آن مطابق با ايجاد حس رقابت پذيري صحيح بين توليدكنندگان صورت نگيرد و به تبع آن، دوام و عمر مفيد بخش عظيمي از ابنيه ساختماني موجود در كشور در برابر شرايط محيطي و سوانح طبيعي بسيار كمتر از مقادير پيش بيني شده باشد. از طرفي، پي آمدهاي ناشي از فقدان مديريت كيفيت در صنعت ساخت و ساز باعث شده است تا نه تنها، خسارات مالي وجاني فراوان در اثر وقوع سوانح طبيعي ببار آيد، بلكه، بخش قابل توجهي از انرژي هاي تجديد ناپذير و سرمايه هاي ارزشمند مصالح ساختماني در اين صنعت تلف گردد. به دليل نقشي كه استفاده از تكنولوژي مي¬تواند در آسايش شهروندان داشته باشد، شناساندن و معرفي تكنولوژي¬هاي مرتبط با ساخت و ساز مي¬تواند گام مهمي در مسير پيشرفت و توسعه بردارد.
