امروزه مردم كشور ايران نهادي را براي توليت شهر مي شناسد به اسم شهرداري و شوراي اسلامي شهر، كه هرچه اتفاق در شهر رخ مي دهد از كارآمدي تا ناكارآمدي را محصول فعاليت آن ميداند.اما چرا اكثر شهرهاي ايران امروز دچار نابهنجاري هاي شهري از قبيل كف سازي هاي نامناسب و غير استاندارد خيابان ها و معابر شهري و يا مشكلات ديگر هستند ؟كه به نظر مردم بيشتر مي آيد و همواره اصلي ترين موضوع انتقاد به شهرداري هاست.چرا مديران شهري همواره درصدد گريز از اين موضوعات هستند؟چرا مردم به نقش خود در اين آشفتگي دقت نمي كنند؟همانطور كه ميدانيم در كشور ايران شوراي اسلامي شهر براي هر منطقه شهري تعريف شده كه توسط راي مستقيم مردم آن محدوده شهري انتخاب مي شوند.شهردار يك شهر نيز از سوي شوراي اسلامي آن شهر انتخاب مي شود بنابراين شهردار نيز بصورت غير مستقيم توسط مردم مي باشد.اين اولين نقشي است كه مردم يك شهر در مورد سرنوشت شهرشان ايفا خواهند كرد.
