انسان ها از آغاز آفرينش تا كنون همواره با انواع آسيب ها، جنگ ها و تهاجم ها و بلايا روبرو بوده و از اين رو آسيب هاي جاني و مالي زيادب به آنها وارد شده است. به همين دليل جوامع مختلف پيوسته به دنبال كشف و ابداع راه حل هايي بوده و هستند تا بتوانند آسيب هاي ناشي حوادث غيرمترقبه و جنگ ها را به گونه اي كنترل نموده يا به حداقل رسانند. از دبيرباز تا كنون پدافند غيرعامل از مهم ترين رويكردها و راهبردها در حوزه برنامه ريزي و مديريت سكونتگاه هاي شهري مورد توجه بوده است. با نگاهي به ساختار و فضاي سياسي موجود و پارادايم هاي نظامي در فضاهاي شهري لازم به نظر مي رسد تا در بستر نگاهي جامع، اقدامات سيستم دفاع غير عامل مورد توجه قرار گيرد تا افزايش توان و اقتدار نظان و كاهش آسيب پذيري هاي كالبدي و انساني از تجاوزات احتمالي، امكان وقوع يابد. در اين ميان پدافند غيرعامل را نيز مجموعه اقدامات غيرمسلحانه اي مي دانند كه موجب كاهش آسيب پذيري نيروي انساني، ساختمان ها و تاسيسات شهري و تجهيزات و شريان هاي شهري و منطقه اي در مقابل عمليات خصمانه و مخرب دشمن مي گردد. در پژوهش حاضر با استفاده از روش توصيفي و تحليلي و با بهره گيري از مطالعات كتابخانه اي و اسنادي پس از تبيين اصول و اهداف مورد بررسي قرار گرفته است.
