آب ازجمله حساس ترين و فراگيرترين نيازهايي بشمار مي آيد وشبكه توزيع آب همچون دستگاه گردش خون در بدن،حيات و ادامه فعاليت جامعه را ممكن ميسازد وبه طور مستقيم و يا غير مستقيم اجتماع هاي بشري را به خود وابسته كرده است. از سوي ديگر، فرصتي كه براي فعاليت هاي تروريستي جهت حمله به سيستم هاي آبي وجود دارد. كشور ايران در طول تاريخ به دليل وجود ويژگي هاي جغرافيايي،اقتصادي،فرهنگي،طبيعي و سياسي بخصوص واقع شدن در منطقه سوق الجيشي خاورميانه همواره در معرض بحران هاي طبيعي و غير طبيعي زيادي قرار گرفته و به تبع آن خسارات مالي و جاني زيادي از اين راه به كشور تحميل شده است . شهر تهران نيز يكي از مهمترين مناطق استراتژيك محسوب مي شود كه مي تواند در معرض خطرات نظامي زيادي واقع گردد . دراين مقاله تاريخچه اي ازحملات رخ داده در پنجاه سال اخير در ايران و جهان ارائه مي شود و سپس انواع تهديد متصور در تاسيسات و زيرساخت هاي آبي و آبرساني توضيح داده مي شود،در انتها راهكارها و اقدامات عملي با رويكرد پدافند غير عامل در تا سيسات بصورت منسجم و به تفكيك اجزا ،در راستاي كاهش آسيب پذيري بيان مي شود .
