از آنجايي كه ساليانه بخش عمده اي از بودجه كشورها صرف هزينه هاي مربوط به طرح هاي عمراني مي گردد و با توجه به مشكلاتي كه در زمينه هاي روندكاري و فرآيندها و همچنين سطح رضايت مشتريان و توانمند سازي نيروي انساني وجود دارد، هدف شناخت اصول و روش هاي مديريت كيفيت جامع و بررسي چالش ها و موانع موجود در راه اعمال آنها بر پروژه هاي عمراني و تشريح راهكارهاي رفع اين موانع و آگاهي از مزاياي مديريت كيفيت جامع به مديران اجرايي و ارزيابي تاثير پياده سازي بر موفقيت پروژه هاي عمراني در سطوح مختلف مي باشد. در اين تحقيق عناصر لازم به منظور پياده سازي مديريت كيفيت جامع در پروژه هاي عمراني بر اساس سيستم مديريت كيفيت ISO 9001 تشريح مي گردند. تمامي شركت ها و موسسات ديگر در صنايع كشور علي الخصوص شركت ها و سازمان هاي مرتبط با پروژه هاي عمراني مي توانند با رعايت اصول ارائه شده و تلاش در جهت رفع موانع از طريق اعمال راهكارهاي پيشنهادي و با بهره گيري از ساير اثرات مطلوب ناشي از اعمال مديريت كيفيت جامع از جمله راندمان اجراء، زمان تكميل و غيره در پروژه هاي خود بهره وري هاي مطلوبي را از اين طريق كسب نمايند.

Since a major part of the annual budget of the countries spending related to the projects, and according to the problems in the areas of business processand processes as well as the level of satisfaction of clients and empowering human resources there, the objective recognition of the principles and methods of quality management and comprehensive review of the challenges andobstacles in the way of their actions on projects and outlines strategies for the Elimination of these obstacles and the awareness of the benefits of managing Comprehensive quality assessment of the impact of the implementation of the Executive Board and on the success of the projects at various levels. Inthis research the necessary elements to implement comprehensive quality management in construction projects on the basis of the quality management system ISO 9001 outlines. All companies and other institutions in the country`s industry, especially companies and related organizations, projects can bepresented in compliance with the principles and try to apply the proposed solutions through obstacles and enjoying other desirable effects arising from the comprehensive quality management actions including execution efficiency, time of completion etc in their projects the perfect efficiency of the business in this way.
