بررسي پيش نويس آيين نامه توسعه دوچرخه سواري و پياده روي درشهرهاي ايران

نمايندگان ويژه رييس جمهور دركارگروه توسعه ي حمل ونقل عمومي و مديريت مصرف سوخت به استناد اصل 138 قانون اساسي و در راستاي اجراي قانون توسعه ي حمل ونقل و مديريت مصرف سوخت ،مصوب 1386 مجلس شوراي اسلامي و زمينه سازي اجراي قانون هدفمند سازي يارانه ها، آيين نامه « توسعه پياده روي و دوچرخه سواري »را با42ماده تصويب نمودند؛ هدف اين پژوهش بررسي پيش نويس آيين نامه مذكوردرشهرهاي ايران با توجه به شرايط وويژگي¬هاي موجودمي باشد.دراين مطالعه همچنين راهكارهاي پيشنهادي آيين نامه درخصوص ارتقاي فرهنگ دوچرخه سواري وافزايش بكارگيري آن درسفرهاي شهري در افق كوتاه مدت (سال 89)، ميان مدت(تاسال 90) و بلند مدت ( تا پايان سال 93) ( براساس E5 در مهندسي ترافيك و حمل و نقل) طبق جدولهاي مربوطه مورد بررسي قرارگرفت. سپس درآيين نامه با تاكيد برمطالعات مفصل انجام شده براي شهرهاي تهران، مشهد(مطالعات جامع سامانه دوچرخه)، شيراز، بناب، قزوين و چندين شهر ديگر و نيز با عنايت به تجارب موجود ، مبلغ20ميليارد تومان بعنوان حداقل بودجه لازم براي پياده سازي سيستم حمل ونقل دوچرخه(زيرساخت وشبكه وتخفيف درتوزيع دوچرخه)دركشورارائه گرديدكه مورد بررسي قرارگرفت ودرآخرپيشنهادات وراهكارهاي اجرايي جهت تكميل ويا اصلاح آيين نامه ارائه گرديد.

Then detailed with emphasis brmtalaat regulations have been done for the cities of Tehran, Mashhad (bike system comprehensive studies), Shiraz, Qazvin and several other city of Bonab, as well as considering the existing experience, the amount of at least $ 20 bil-lion as the budget necessary for the implementation of the system of bicycle transportation(infrastructure and distribution network and discount on bikes) in the country, was presented and reviewed at the end of the administra-tive solutions andsuggestions to complete or revise regulations provide .
