روسازي بتن غلتكي، جايگزيني مناسب براي پيشگيري از اثرات مخرب زيست محيطي روسازي آسفالتي جاده هاي كشور

محيط زيست، زيستگاه انساني است كه نه تنها حيات و تداوم حيات بشر كه تعالي موعود وي منوط به وجود سالم و بدون خدشه آن مي باشد. گسترش آلودگي هاي مختلف، تغيير آب وهوا، تحليل لايه ازن، كاهش تنوع زيستي و تعداد بيشمار معضلات زيست محيطي كه حيات انساني در كره خاكي را تهديد مي كنند و كيفيت حيات بشر را به شدت تقليل داده اند واقعيت انكار ناپذيري است كه جامعه بين المللي سخت با آن دست به گريبان است. فرآيند توليد، پخش و غلتك زني روسازي هاي آسفالتي داغ همواره مشكلاتي نظير مصرف سوخت و انرژي زياد و همچنين پخش آلاينده هاي مضر نظير دي اكسيد كربن را كه سلامت محيط زيست و انسانها را تحت الشعاع قرار مي دهد را به همراه داشته است. موسسه ملي ايمني و سلامت آمريكا طي گزارشي در سال 2000 ميلادي احتمال ابتلا به سرطان ريه را ناشي از توليد آسفالت در دماي بيش از 150 درجه سانتي گراد را اخطار مي دهد. در حقوق محيط زيست، براي برخي از اعمال نظير آلودگي هوا ضمانت هاي كيفري به منظور مجازات و مقابله با متخلفين پيش بيني شده است در اين پژوهش علاوه بر تشريح جرم هاي حقوقي آلودگي هوا براساس قوانين جزايي فرانسه و ايران به بررسي منابع توليد كربن در ساخت روسازي آسفالتي و تعيين درصد انتشار كربن در مراحل مختلف ساخت آن پرداخته شده است. در نهايت با معرفي تكنولوژي روسازي بتني غلتكي و مزاياي آن چنين نتيجه مي شود كه در صورت استفاده از روسازي بتن غلتكي در حدود 80 درصد از معضل انتشار آلاينده هاي هوا ناشي از ساخت روسازي هاي آسفالتي برطرف خواهد شد و از آنجائيكه با توجه به گزارش آژانس بين المللي انرژي در حدود 25 درصد آلودگي جهاني ناشي از انتشار دي اكسيد كربن مربوط به صنايع حمل و نقل و راهسازي مي باشد اين مقدار بسيار تاثيرگذار و قابل تاًمل است.
