ساخت پروژه¬هاي زيربنايي در هر كشوري منجر به رشد صنعتي و اجتماعي مي¬گردد. همواره بودجه هنگفتي براي ساخت اين پروژه ها توسط دولت ها در نظر گرفته شده وليكن به دلايل مختلف، پروژه¬ها به سرعت در حال تخريب مي باشند. هم¬چنين هزينه¬هاي تمام شده با بودجه در نظر گرفته شده مغايرت زيادي دارد. لذا به منظور كاهش هزينه-هاي تمام شده پروژه¬ها نياز است مشكلات را شناسايي و رفع نماييم. در حال حاضر عدم توجه به يكپارچگي و حضور تمام افراد در يك مكان مسبب پيش آمدن مشكلات بسياري از جمله افزايش هزينه¬ها و دوباره¬كاري مي¬شود. يكي از عوامل موجود عدم حضور افراد نگهداري در مراحل مطالعات اوليه و طراحي مي¬باشد، و مشاركت مستمر آنان در اين مرحله مي-تواند تاثير به¬سزايي در دستيابي به موفقيت پروژه داشته باشد. وليكن براي اين حضور زودهنگام موانع بسياري وجود دارد كه مي بايست براي بهبود و تسهيل آن¬ها راهكارهايي در نظر گرفته شود. لذا در اين پژوهش هدف محقق شناسايي و ارزيابي راهكارهاي موجود براي ورود افراد نگهداري در مراحل اوليه طراحي و اجرا مي¬باشد. در اين پژوهش براي دستيابي به هدف مذكور از روش كيفي فراتركيب ( متاسنتز) بهره گرفته شده است. يافته¬هاي نهايي اين پژوهش ارائه ساختاري منظم از راهكارهاي موجود جهت رفع موانعي مي¬باشد كه مانع تسهيل حضور افراد نگهداري در مراحل اوليه پروژه است. ادغام مراحل مختلف پروژه منجر به صرفه¬جويي در هزينه¬ها و كاهش مشكلات مي¬شود. بنابراين نيشناسايي راهكارهاي موجود ضرورت دارد. با انجام روند پژوهش در نهايت راهكارهاي شناسايي شده در سه گروه مالي و سرمايه¬اي، مديريتي و راهبردي و منابع انساني دسته¬بندي شده¬اند.

The construction of infrastructure projects in each country contributes to the growth of industrial and social projects for the construction of the fitted by Governments intended, but for various reasons, the project rapidly destroyed. Therefore, in this study, the researcher aims to identify and evaluate existing strategies for entrance of the maintenance people in the early stages of design and implementation. In this study, in order to achieve the foregoing objective qualitative methods of extra mix (mtacentz). The final findings of this study provide regular structural solutions available for removing the obstacles that hinder the facilitating presence kept people in the early stages of the project. The integration of the various stages of the project will lead to cost savings and reduce the problems. Therefore, the identification of existing solutions. By doing the research process ultimately identified three groups of financial strategies and capital management, and strategic and human resources have been classified.
