نقدي بر شرح خدمات طرح هاي توسعه شهري ايران با تاكيد بر جايگاه مشاركت شهروندان در اين طرح ها

Critique of the services as urban development plans of Iran with emphasis on the participation of citizens in the projects

امروزه مفهوم شهر در سراسر جهان پيوند جدايي ناپذيري با مفهوم شهروند يافته است. براين اساس تمامي جوامعي كه در حال تلاش براي دستيابي به شهرهايي مطلوب و كارا مي باشند؛ هم زمان و حتي قبل از توجه به مسائل كالبدي شهر به شهروندان و نظرات و خواسته هاي آنها توجه مي نمايند. بديهي است كه در صورت عدم توجه به نيازها و حقوق شهروندان اصل مشاركت و همراهي آنها كه يكي از مهم ترين عوامل در رسيدن به اهداف مورد نظر طرح ها مي باشد، تحقق نخواهد يافت. در اين پژوهش توصيفي و تبييني استفاده شده و همچنين از روش جمع آوري اطلاعات از طريق مطالعات اسنادي؛ با هدف تبيين جايگاه مشاركت مردمي و شهرسازي مشاركتي در شرح خدمات طرح هاي توسعه شهري بهره گرفته شده است. نظريه هاي معتبر ، مرتبط و شناخته شده در اين زمينه، مبناي تحليل ها و بررسي ها در اين پژوهش مي باشد و در نهايت راهكارهايي در جهت اصلاح شرح خدمات با هدف افزايش مشاركت مردم در شهرسازي كشور ارائه شده است. بررسي ها نشان داده است كه در طرح هاي توسعه شهري ايران عمده طرح ها با شرح خدماتي فارغ از بهره گيري از نظرات و نيازهاي واقعي شهروندان در دست تهيه و اقدام قرار مي گيرند. از ميان تمامي شرح خدمات هاي طرح هاي شهري موجود در كشور تنها طرح بهسازي و نوسازي بافت فرسوده بود كه در برخي موارد به مشاركت شهروندي اشاراتي داشته است، كه با عميق تر شدن در بندهاي مرتبط با مشاركت شهروندي در اين طرح روشن مي گردد كه آنچه مد نظر تهيه كنندگان آن بوده؛ بررسي ميزان تمايل ساكنان به سرمايه گذاري در طرح بوده كه اين امر صرفا مشاركت در تامين اعتبار مالي پروژه ها محسوب شده و در سطوح بسيار پايين مشاركت قرار مي گيرد. در ادامه روند پژوهش برخي بندهاي تكميلي با هدف ارتقاء سطح مشاركت شهروندان در تهيه و اجراي طرح ها پيشنهاد مي گردد.
