چكيده فارسي :
وضعيت زندگي شهري در طي دهه هاي اخير بر اثر عواملي مانند افزايش جمعيت، كمبود مسكن، بالا رفتن سطح زندگي، بورس بازي زمين و تراكم هاي ساختماني، روند تبديل ادارات و سازمان هاي دولتي به شركت هاي خصوصي و نيمه دولتي و فقدان مديريت شهري مشكلات عديده اي را به وجود آورده است. اين در حالي است كه ادارات و نهاد هاي مختلف در سطح شهرهركدام تحت نظارت وزارتخانه و سازمان مركزي خود اداره مي شود و تابع بودجه ، برنامه ريزي و سياست هاي متمركز مي باشند. از طرف ديگر زمان تصويب و ابلاغ بودجه كل كشور تا تخصيص اعتبارات بسيار طولاني و نامناسب است كه عملا بخش زيادي از فصل مناسب براي فعاليت هاي عمراني قابل استفاده نخواهد بود كه اين عوامل باعث ناهماهنگي درسطح شهر گزديده است و فرصتي براي گسترش محلات غيررسمي و عدم اجراي مناسب طرح هاي شهري و توسعه فيزيكي ناموزون خواهد بود. هدف از اين پژوهش شناسايي نقش و جايگاه مديريت شهري در توسعه فيزيكي شهرايلام، ارائه الگوي مديريت واحد شهري و تعيين نقش طرح هاي توسعه شهري در توسعه فيزيكي شهر، شناسايي ميزان ازتباط بين مديريت شهري و توسعه فيزيكي، در نهايت ارائه راهبردهاي اساسي جهت تقويت نقش مديريت شهري در توسعه فيزيكي شهر ايلام مي باشد. در اين پژوهش براي گردآوري اطلاعات از مطالعات اسنادي و ميداني استفاده شده و از پرسشنامه مرتبط با توسعه فيزيكي استفاده گرديده است و درقالب نرم افزار spss تجزيه و تحليل شده است. نتايج اين پژوهش نشان مي دهد كه مجموعه اي از عوامل اقتصادي، اجتماعي، جمعيتي، نظام برنامه ريزي و مديريت شهري در توسعه فيزيكي شهرها دخيل هستند كه هر شهر با توجه به شرايط خاص خود تحت تاثير يك يا چند عامل قرار مي گيرد و مديريت شهري به صورت آگاهانه يا ناآگاهانه با عملكرد خويش بخصوص در جهت تامين منابع درآمدي باعث توسعه فيزيكي ناموزون شهر ايلام شده است، هرچند نبايد از ضعف در نيروي متخصص در بخش هاي مرتبط با توسعه فيزيكي در شهرداري شهر ايلام غافل بود.
