Recognition of the Secular City Indicators (Case Study: Iranshahr)

امروزه توجه به مفهوم امنيت شهروندان و روش‌هاي ارتقاي آن، به‌عنوان يكي از اولويت‌هاي اساسي حرفه مندان و تئوري پردازان شهري تبديل‌شده است. با توجه به گستردگي شهرنشيني و رواج ناامني‌ها در شهرها، مطالعه موضوع امنيت، عوامل مؤثر بر آن و راهكارهاي تقويت امنيت در شهرها ضرورت يافته است. در اين مقاله امنيت در شهر ايرانشهر از ديد شاخص‌هاي كالبدي مورد تحليل قرارگرفته است. بخش اصلي داده‌هاي تحقيق به‌منظور تحليل احساس امنيت در محيط كالبدي شهر در چارچوب شاخص‌هاي تعريف‌شده، از طريق مشاهده و برداشت ميداني به‌صورت خوشه‌اي در محلات 8 گانه شهر صورت گرفته است. هدف اين مقاله تحليلي بر سلسله‌مراتب امنيت محلات شهر ايرانشهر از ديد شاخص‌هاي كالبدي است. اين تحقيق از حيث روش، توصيفي-تحليلي مي‌باشد. به‌منظور تحليل و بررسي امنيت در سطح محلات شهر ايرانشهر از مجموعه شاخص‌هايي بهره گرفته‌شده است كه به نحوي ويژگي‌هاي كالبدي و طراحي محلات را به تصوير مي‌كشد. ازجمله شاخص‌هايي كه باعث امن شدن شهر مي‌شود كيفيت مطلوب مسكن، روشنايي مناسب معابر، كيفيت مطلوب پياده‌روها و در كل ساختار كالبدي مطلوب شهر است كه با نظارت و مديريت مناسب محقق مي‌شود. ميزان مطلوبيت در شاخص‌هاي موردنظر، در ايرانشهر پايين مي‌باشد. با توجه به نتايج، امنيت كالبدي در ايرانشهر در وضعيت نامناسبي قرار دارد و عدم مديريت و نظارت صحيح، در كاهش امنيت كالبدي مؤثر است. در پايان راهكارهايي براي بهبود امنيت كالبدي ايرانشهر پيشنهادشده است.

Today, attention to the concept of citizen security and its promotion methods has become one of the basic priorities of urban professionals and theorists. Considering the widespread urbanization and the prevalence of insecurity in cities, the study of the issue of security, its determinants and strategies for strengthening security in the cities is necessary. In this paper, security in the city of Iranshahr has been analyzed from the viewpoint of physical indices. The main part of the research data has been done in clusters in 8 cities of the city to analyze the sense of security in the physical environment of the city within the framework of the defined indicators. The purpose of this article is to analyze the hierarchy of security in the neighborhoods of the city of Iranshahr from the viewpoint of physical indices. The method of this research is descriptive-analytic. In order to analyze and evaluate the security at the level of neighborhoods in the city of Iranshahr, a set of indicators has been used that depicts in some way the physical characteristics and the design of neighborhoods. Among the indicators that make the city safe, the desired quality of housing, the proper lighting of the passageways, the quality of the pedestrian and the overall body structure of the city is being realized through proper supervision and management. The rate of utility in the indicators is low in Iranshahr. According to the results, physical security in Iranshahr is in poor condition and lack of proper management and supervision is effective in reducing physical security. In the end, there are some ways to improve the physical security of Iranshahr.
