Providing a dynamic model to investigate the effect of the social security system of the PAYG system to FUNDED system

شناخت از وضعيت فعلي سازمان تأمين اجتماعي، چالش‌ها و خطرات پيش روي اين سازمان با توجه به دامنه گسترده آن به لحاظ جمعيت تحت پوشش ، اهميت و نقشي كه در پيشبرد امر توسعه و برقراري عدالت اجتماعي دارد از جايگاه ويژه‌اي اين سازمان را برخورداركرده است. مطالعه ارائه شده پيرامون چالش‌هاي پيش روي بزرگترين سازمان بيمه‌اي كشور است كه از حيث جمعيت تحت پوشش و گستره فعاليت، بزرگترين و محوري‌ترين نهاد نظام تأمين اجتماعي كشور محسوب مي‌شود. وجود يك سازمان تأمين اجتماعي قوي و كارآمد در توانمندسازي اقتصادي و اجتماعي و بسط و گسترش فرصت‌ها و حق انتخاب‌ها به عنوان مؤلفه‌هاي تحقيق و توسعه مي‌تواند نقش اساسي و تعيين‌كننده‌اي ايفا نمايد. دراين مقاله با استفاده از رويكرد پويايي سيستم ها به اثر تغيير نظام تامين اجتماعي ايران از سيستم PAYG به سيستم FUNDED ، همچنين چالش ها و مشكلات پيش روي اين تغيير سيستم و ارائهي راهكارها مي پردازيم.

The study presented on the challenges facing the country s largest insurance organization in terms of population coverage and range of activities the largest and most central institution of the country s social security system. There is a strong and efficient social security organizations in the economic and social empowerment and expanded opportunities and choices as components of development can play a decisive role. In this paper, using system dynamics approach to effect change social security system of the PAYG system to FUNDED system, as well as the challenges and problems facing this change pay systems and solutions.
