كاربرد ابزارها و نهادهاي نوين مالي در تأمين مالي پروژه‌هاي اقتصادي صنايع دفاعي با رويكرد اقتصاد مقاومتي

Application of new financial instruments and institutions in financing the economic projects of defense industries with the resistance economy approach

نحوه تأمين مالي براي انجام پروژه‌ها به ‌عنوان يكي از مهم‌ترين چالش‌هاي اجراي پروژه‌ها مطرح مي‌باشد. همچنين مطابق با مباني اقتصاد مقاومتي و قانون برنامه ششم توسعه، دسترسي به منابع مالي يكي از اصلي‌ترين زيرساخت‌هاي رشد اقتصادي در صنايع كشور مي‌باشد. صنايع دفاعي نيز از حوزه‌هاي مهم به شمار مي‌رود و در دوران مدرن امروزي نحوه عملكرد و كارايي صنايع دفاعي و به خصوص بخش اقتصاد دفاع، مي‌تواند زمينه‌ساز رفاه و امنيت را در هر كشور پديد آورد. هدف اين پژوهش، به‌كارگيري روش‌هاي تأمين مالي پروژه محور در پروژه‌هاي اقتصاد دفاع با رويكرد اقتصاد مقاومتي و ارائه راهكار به منظور ايجاد مدل تأمين مالي يكپارچه و پايدار در بخش اقتصاد دفاعي است. با توجه به بررسي صورت گرفته مي‌توان نتيجه گرفت روش‌هاي تأمين مالي پروژه محور با استفاده از ظرفيت منابع خرد به‌ عنوان منبع پايدار، داراي مزاياي قابل‌توجهي براي تمام اركان پروژه مي‌باشد. از ديدگاه اقتصاد كلان نيز با راه‌اندازي و بهره‌برداري از پروژه‌ها در حوزه اقتصادي صنابع دفاعي، ضمن ايجاد اشتغال و رونق اقتصادي، كشور به سمت رشد و توسعه اقتصادي و امنيتي پايدار حركت خواهد كرد.

How to finance projects is one of the most important challenges in completion and implementation of projects. Also, in accordance with the basics of Resistance Economics and Law of the Sixth Development Plan of Iran, access to financial resources is one of the main infrastructures of economic growth in the country s industries. Defense industries are also important fields and today, the performance of operation and productivity of defense industries, and especially the economic sector of defense, can create prosperity and security in each country. The purpose of this study is to apply project-based financing methods in defense economics projects with a resilient economy approach and provide a solution to create an integrated and sustainable financing model in defense economics. According to the survey, it can be concluded that project financing methods using the capacity of micro-sources as a sustainable resource, has significant benefits for all project components. From a macroeconomic view, by launching and exploiting projects in the economic field of defense industries, meanwhile creating employment and prosperity, the country will move towards sustainable economic and security development.
