روشها و منابع تأمين مالي جريان تروريستي داعش و راهكارهاي مقابله با آنها

Methods and resources for financing the ISIS (Islamic State of Iraq and Syria) and how to tackling with them

يكي از مهم‌ترين دغدغه‌هاي جهان كنوني ، كه حساسيت ويژه‌اي در سطوح مختلف جوامع بشري و افكار عمومي مردم جهان پيداكرده است، موضوع تروريسم مي‌باشد . هدف پژوهش حاضر شناخت روش‌ها و منابع تأمين مالي جريان تروريستي داعش و راهكارهاي مقابله با آن‌ها است. بدين منظور پس از بررسي ادبيات پژوهش و انجام مصاحبه با خبرگان دوازده روش تأمين مالي شناسايي و با استفاده از تكنيك TOPSISو AHP اولويت‌بندي گرديد. جامعه آماري پژوهش حاضر متخصصين مسائل مربوط به امنيت منطقه غرب آسيا و بهخصوص آشنا به تحركات گروههاي تروريستي منطقه هستند. نتايج پژوهش حاكي از آن است كه دولت‌هاي حامي ، منابع نفتي و گازي و دريافت كمك‌هاي مالي به ترتيب مهم‌ترين منابع براي تأمين منابع مالي داعش به‌منظور بقا و ادامه فعاليت¬ها مي‌باشد. همچنين در پايان اين پژوهش پيشنهاد‌هاي كاربردي در دو سطح داخلي و بين‌المللي براي مبارزه غيرمستقيم با اين گروه تروريستي در قالب ارائه مدل و گام‌هايي آورده شده است.

One of the most important concerns of the present world is the subject of terrorism that has found a special sensitivity at various levels of human societies and public opinion in the world. The purpose of this research is recognition of methods and resources for financing the ISIS (Islamic State of Iraq and Syria) and how to tackling with them. For this purpose, After reviewing the research literature and interviewing with experts, Twelve financing methods have been identified and prioritized with using TOPSIS and AHP techniques. Statistical population of this study is experts in security issues in the West Asian region and are particularly familiar with the movements of the terrorist groups in this region. The research results indicate that sponsoring governments, oil and gas resources, and receiving financial assistance are the most important sources for financing ISIS in order to survive and continue their activities. Also, at the end of this study, practical proposals have been presented at both the domestic and international levels for indirect campaigning with this terrorist group in the form of model presentation and steps
