اصولا جايگاه پيشگيري از وقوع جرم قبل از رسيدگي و صدور حكم در مورد تظلمات ، شكايات و حل وفصل خصومات قرار دارد زيرا ارتكاب جرم ، آثار و تبعات زيان باري را هم بر شخص وهم بر اعضاي جامعه وارد مي كند وبه هيچ وجه نمي تواند آثار و تبعات زيان بار وفرصت ها و حرمت هاي از دست رفته را جبران و مجرم و جامعه را به جايگاه قبل از وقوع جرم بازگرداند متاسفانه مبارزه سركوبگرانه يا به عبارتي استفاده از كيفر در راستاي اجراي قواعد حقوقي و كيفري هميشه بعد از وقوع جرم صورت گرفته ، درحاليكه هدف از اجراي كيفر وتحميل مجازات ها وحتي اقدامات تاميني وتربيتي پيشگيري از وقوع جرم براي جلوگيري از تكرار جرم بوده كه عليرغم تحول و دست يابي به فناوري در كنترل جرايم ،توفيق چنداني حاصل نشده . محقق در اين پژوهش به نقش افراد، نهادها وسازمانهاي مختلف در استان البرز ،پرداخته و براين باور است كه اطلاع رساني وارتقاي سطح آگاهي هاي عمومي شهروندان نسبت به عوامل جرم زا مي تواند در پيشگيري از وقوع جرم و كاهش آسيب ها وناهنجاريها موثر باشد به همين خاطر اصحاب رسانه ومطبوعات استان البرز مي توانند در اين زمينه پيشگام بوده ورسالت خودرا به نحومطلوب انجام دهند
