تأمين مسكن متناسب با جايگاه انساني، امري است والا كه در استراتژي جهاني مجمع عمومي سازمان ملل مسئوليتي جهاني ناميده شده‌است. در پروژه‌هاي مسكن‌سازي دولتي كه به منظور حمايت از اقشار كم‌درآمد ساخته مي‌شوند، معمولاً پاسخگويي به محدوديت‌هاي اقتصادي در اولويت قرار دارد، حال آنكه حساسيت‌ها و الزامات فرهنگي رايج در طرح و ساخت مساكن اجتماعي، ضرورت توجه به ابعاد اجتماعي، انساني و فرهنگي‌شان را دو چندان مي‌كند. ضمن توجه به خصوصيات منطقه 19 با بررسي دقيق نيازهاي روحي و جسمي انسان-حس زيبايي‌شناختي و خصوصيات فرهنگي، اجتماعي، اقتصادي ايران مسكني ارائه گرديد. در همين راستا پژوهش در ابتدا به باز تعريف و شناسايي عوامل زمينه‌گرايي و پايداري در مجتمع مسكوني، با توجه به بستر فرهنگ مي‌پردازيم و در ادامه به اين عوامل جنبه كاركردي داده شود تا در نتيجه به راه كارهاي عملي برسيم. در اين ميان مجموعه‌هاي مسكوني، كه براي اقشار كم‌درآمد ساخته‌مي‌شود همواره از مسائل چالش برانگيز بوده‌است. زيرا در برنامه‌هاي تهيه شده براي تأمين مساكن اقشار كم‌درآمد، به دليل سيل عظيم متقاضيان و همچنين محدوديت منابع مالي دولت‌ها، غالباً اهداف كمي دنبال شده و اهداف كيفي مهجور مانده‌اند. روش مورد استفاده براي اين مطالعه، روش توصيفي-تحليلي بوده‌است ضمن اينكه از روش‌هاي كتابخانه‌اي و ميداني براي برداشت اطلاعات استفاده شده‌است.
