از جمله ملزومات رشد و توسعه جوامع ايجادفضا هاي بستري و كالبدي مناسب جهت استفاده همه اقشار جامعه از خدمات و امكانات عمومي به منظور تحرك و جا به جايي بهتر و دسترسي آسانتردر سطح شهر است . هنر معماري امروز كه چكيده اي از انديشه انسان هاست گامي بزرگ در راه توان بخشي، آسايش و استقال معلولان نيز به شمار مي رود. زماني بنايي كامل است كه آسايش تمامي افرادجامعه چه سالم چه معلول را فراهم آورد. چرا كه ساختمان ها از محيط مسكوني گرفته تا محيط شهري بايد پناهگامي براي جسم و روان انسان باشد.ناتوان جسمي ،معلولان و جانبازان بخشي از افراد جامعه هستند كه هم چون سايرين نيازمند دسترسي و استفاده از امكانات و خدمات عمومي هستند اما وجود برخي موانع به ويژه در نحوه طراحي معماري و شهر سازي بسياري از فضا هاي شهري را فاقد شرايط لازم براي بر آورده ساختن نياز هاي دسترسي افراد معلول نموده است .در زمينه مناسب سازي فضا هاي شهري و دسترسي معلولان جهان سه دوره را پشت سر گزاشته است . • مناسب سازي فضاي شهري براي دسترسي به ساختمان ها • مناسب سازي فضاي شهري براي ايجاد محيط شهري بدونه مانع و قابل دسترس براي معلولان در شهر • برنامه مناسب سازي و طراحي همه شمول در اين دوره انسان به عنوان متغيري كه در طول ساليان عمر خود توانايي هايش تغير مي كند ولي از ساختمان هايي استفاده مي كند كه ثابت است و ساخت ساز متناسب با توانايي انسان از كودكي تا پيري .

Physically disabled, disabled and veterans are part of the community, who, like others, need access and use of public facilities and services, but there are some obstacles to Specializing in architectural design and urbanization, many urban spaces lack the necessary conditions to meet the needs of people with disabilities.
