Analysis of the Evolutiom Process of Cultural Landscape Conservation: From Consreving Product to Managing Change

توجه به حفاظت منظرهاي فرهنگي به عنوان محصول تعامل انسان با طبيعت در گذر زمان، بيست و پنج سال پيش با گنجانده شدن منظر فرهنگي در راهنماي عملياتي كنوانسيون ميراث جهاني در مقياس بين‌المللي جنبه‌ي قانوني به خود گرفت. با اين حال اين حفاظت از بدو امر تا كنون، با چالش‌هاي اساسي روبرو بوده است. چالش‌‌هايي كه گاه به تناقض‌هاي پيچيده انجاميده است و حتي مسير حفاظت را كاملاً تغيير داده است. در اين مقاله پس از پيش‌درآمدي بر شناخت منظر فرهنگي و به چارچوب كشيدن اهميت شناخت در حفاظت اين منظرها، پرده از نقطه‌ي ابهامي برمي‌دارد كه بسياري از اين چالش‌ها ريشه در آن دارند: تقابل ديدگاه‌ها. پس از آن در مقايسه‌اي تحليلي رويكردهاي بين‌المللي اصلي نسبت به منظر فرهنگي را در دو گروه رويكرد محصول‌گرا و رويكرد فرآيندگرا تقسيم‌بندي كرده و هر يك را معرفي مي‌نمايد و وجوه مختلف تقابل اين دو رويكرد را واكاوي و نقاط قوت و ضعف هر كدام را باز مي‌شناساند. از رهگذر اين قياس، اصلي‌ترين پرسش مطرح در حفاظت منظرهاي فرهنگي كه با عنوان حفاظت از ارزش‌ها در محيط متغير از سوي مركز ميراث جهاني يونسكو در سال 2010 مطرح گرديده است را وامي‌كاود و پاسخ آن را در انفكاك اين دو رويكرد در امر حفاظت مي‌يابد.

Conservation of cultural landscape as a product of human interaction with nature over time, was officially accepted at international level twenty five years ago in the Operational Guidelines for the Implementation of the World Heritage Convention. However, from the outset, this conservation has faced great challenges; sometimes leading to complex conflicts and even completely changing the conservation process. After an introduction about cultural landscapes and stating the importance of recognition in their conservation, this paper seeks to investigate the root of most of these challenges: contrasting views. Then, in an analytic comparison, the main international approaches towards cultural landscapes are introduced and categorized into two groups, product-oriented approach and process-oriented approach. Various aspects of the conflicts between the two approaches, and the strengths and weaknesses of each of them will be investigated to answer the main question of the field of cultural landscape conservation that is about conserving the values in changeful environments, proposed by UNESCO World Heritage Center in 2011.
