The occurrence of incidents events throughout the world causes human casualties and the destruction of the basic infrastructure of each country. For this decision-maker and experts have been trying to find the best strategy and solution to avoid or decrease or prevent spreading the impact of disaster or occurring incident to other regions. Implementation of smart system for recommending solution, management of incident and delivering alarm related occurring incident are the new solution during disaster management scenarios. The design of intelligent decision making, response and recommender systems reduces the response time relating incident service that leads to more user satisfaction. Respecting the importance of such system, the aim of the paper is to discuss the important steps for implementation of Rescue-Recommender UBGIS-System (RUG) during urban incident or disaster management. In comparison to common system, the proposed system is adaptive using victim context and environmental change. Furthermore, the system increases user participation during incident via VGI concept. The proposed system contains 3 main components, (1) UB-Emergency-Search as that is used as search engine based on augmented reality for obtaining live data related best matched emergency center using user context, (2) UB-Rescuer Path-Planner as a recommender component for proposing the best path to the rescuer using victim context and environmental status, (3) UB-Disaster-Report-Recommender as a user participatory component for obtaining and visualisation of incident report generated by VGI data.
