بررسي و اولويت بندي مشوق هاي موثر بر مشاركت بخش خصوصي در توسعه ي پروژه هاي شهري (مطالعه موردي : شهر شهركرد)

جذب سرمايه هاي بخش خصوصي و سرمايه هاي خارجي براي اجراي پروژه هاي شهرداري از روش هاي معتبر تامين منابع مالي در حوزه مديريت شهري محسوب مي شودكه ميتواند منابع مالي مورد نياز براي اجراي پروژه ها و طرح هاي شهرداري ها كه نسبت به گذشته متنوع تر و همچنان رو به افزايش است، را تامين نمايد. هم اكنون يكي از رويكردهاي اصلي در حوزه هاي مديريت شهري و روستايي در كشور، حركت به سمت شناسايي درآمدهاي پايدار و روش ها و ابزارهاي جديد تامين منابع مالي در مديريت شهري و روستايي نظير جذب مشاركت بخش خصوصي است . عوامل مشوق موثر در چهار مرحله پرسشنامه ي دلفي استخراج شده وبا استفاده از پرسشنامه ي مقايسات زوجي و در قالب مدل FAHP به رتبه بندي انها پرداخته شده است. همچنين براي به دست آوردن پايايي پرسش نامه ها از نرخ ناسازگاري كمتر از 0.1 و براي سنجش روايي پرسش نامه ها نيز از روش منطقي و تاييد توسط نخبگان استفاده شده است. داده هاي موردنياز از طريق پيمايشي و تنظيم پرسشنامه براي هر دو روش جمع آوري گرديده است. نرخ بازگشت پرسش نامه ها با توجه به نمونه گيري هدفمند انجام شده معادل 100 درصد براي هر دو مرحله محاسبه شده است . جامعه اماري تحقيق شهر و شهرداري شهركرد و شامل 20 نفر از مديران و كارشناسان ارشد حوزه ي شهري, اساتيد محترم دانشگاه در علوم اقتصاد و تعدادي از سرمايه گذاران پروژه هاي مشاركتي شهرداري مي باشند. پرسشنامه ها ي مربوطه به صورت مصاحبه حضوري تكميل شد.براي ارزيابي و رتبه بندي عوامل مؤثر بر مشاركت شهروندان نيزاز محيط نرم افزار FAHP به همراه نرم افزار گرافيكي EXCEL استفاده شده است. مطابق يافته هاي اين تحقيق؛ پس از بررسي سازگاري به روش گوگوس و بوچرعامل , از ميان هفت عامل انگيزشي , رتبه ي نخست طبق پيش بيني ها با كسب وزن نهايي 0.159 به عامل كسب درآمد و سود تعلق گرفت و عامل برخورداري از برخي امتيازات ويژه مانند تسهيلات كم بهره و معافيت هاي مالياتي هم با كسب وزن نهايي 0.152 در رتبه ي دوم و بقيه ي مشوق ها نيز بر اساس نمره ي كسب شده به ترتيب در جايگاه هاي بعدي ايستادند.

Nowadays one of the main approaches to urban and rural management in the country is moving towards identifying sustainable revenues and new methods and tools for providing financial resources for urban and rural management, such as attracting private sector participation. Effective incentive factors were extracted in four phases of the Delphi questionnaire and were ranked by FAHP model using a paired comparison questionnaire. In addition, to obtain the reliability of the questionnaires, the inconsistency rate was less than 0.1 and elite methods were used for verifying the validity of the questionnaires. Required data were collected through a survey and questionnaire setting for both methods. The return rate of the questionnaires was calculated according to a targeted sampling of 100% for both stages. The research community of Shahrekord city and municipality consists of 20 senior managers and experts in urban areas, professors of the university of economics and a number of investors in municipal cooperative projects. The questionnaires were completed by face-to-face interviews. To evaluate and rank the factors affecting the participation of citizens, the FAHP software environment and the EXCEL graphical software were used. According to the findings of this study, after reviewing the compatibility with Googoos and Boucheral, among the seven motivational factors, the first rank, according to the forecasts, earned income and profit by gaining a final weight of 0.159, and benefited from certain special privileges The low interest and tax exemptions, with a final weight of 0.152 in the second rank, and the rest of the incentives, also stood at the next level based on the score.
