تأثير تمركززدايي مالي و ايدئولوژي دولت بر اندازۀ بخش عمومي: شواهدي از كشورهاي منتخب منطقۀ منا (MENA)

The Impact of Fiscal Decentralization and Government Ideology on the Size of the Public Sector: Evidence from the elected countries of the MENA region

تأثير سياست‌هاي تمركززدايي مالي بر اندازۀ دولت، به عنوان يك متغير كليدي، همواره مورد توجه اقتصاد دانان و سياستگذاران قرار گرفته است. اما هنوز در مورد اينكه تمركززدايي مالي باعث تسهيل رشد بخش عمومي مي‌شود يا مانع آن، هيچ اجماعي پديد نيامده است. ايده محوري در بحث ما اينست كه تاثير تمركززدايي مالي بر اندازه بخش عمومي به ايدئولوژي دولت (حزب حاكم) بستگي دارد. از اين رو، در پژوهش حاضر به بررسي تأثير تعاملي تمركززدايي مالي(درآمد-مخارج) و ايدئولوژي دولت بر اندازه بخش عمومي پرداخته ايم. پس از آن، مدل را از لحاظ تجربي با داده هاي پانل ۱۴كشور منتخب حوزۀ MENA، براي سال‌هاي ۱۹۹۰ تا ۲۰۱۶ ميلادي، آزمون كرده‌ايم. براي تجزيه و تحليل آماري، از متدهاي جديد اقتصادسنجي مانند پانل هم‌انباشته و ريشه واحد پانلي استفاده شده است. يافته‌هاي تحقيق حاكي از آنست كه، اولاً، تمركززدايي مالي تأثير منفي بر روي اندازۀ بخش عمومي در كشورهاي مورد مطالعه دارد، ثانيا، هنگاميكه اداره دولت مركزي در دست نيرو‌هاي چپگرا است، اثر منفي تمركززدايي مالي بر اندازۀ بخش عمومي، با شدت بيشتري تضعيف مي‌شود. از طرفي وقتي‌كه نيروهاي سياسي راستگرا ادارۀ دولت مركزي را در اختيار داشته باشند، اثر منفي تمركززدايي مالي بر اندازۀ بخش عمومي، با شدت كمتري تضعيف مي‌شود.

The impact of fiscal decentralization policies on the size of government, as a key variable, has always been the focus of economists and policymakers. But there is still no consensus on whether fiscal decentralization facilitates or prevents public sector growth. The central idea in our discussion is that the impact of decentralization on the size of the public sector depends on the ideology of the state (the ruling party). Thus, in this study, we examined the interactive effects of fiscal decentralization and government s ideology on the size of the public sector. Subsequently, the concepts of the model were experimentally tested using panel data from the 14 selected countries of MENA region for a period of 1990-2016. For statistical analysis, new econometric methods such as co-integration panel and the unit root panel were applied. The findings suggest that in the studied countries, first, fiscal decentralization has a negative impact on the size of the public sector; second, the negative effect of fiscal decentralization on the public sector size decreases more strongly when the central government is in the hands of the leftist forces. In contrast, when the administration of the central government is governed by right-forces, the negative effect of the fiscal decentralization on the public sector size decreases with a slower rate.
