در عصر حاضر شهرها مهم‌ترين مراكز سكونت‌گاهي بشر محسوب مي‌شوند و ازاين‌رو شاهد تمركز زياد جمعيت، سرمايه، مراكز، تأسيسات و... در آن‌ها هستيم. تمركز و تراكم جمعيت، سرمايه و مراكز و تأسيسات مختلف در شهرها ضمن اين‌كه دربردارنده آثار و پيامدهاي مختلف اقتصادي، اجتماعي، سياسي و زيست‌محيطي است، از نظر دفاعي-امنيتي آن‌ها را به اهدافي استراتژيك در جنگ و حملات نظامي و تروريستي تبديل نموده است. تجربه جنگ‌هاي قرون گذشته و كنوني در عراق، يمن، سوريه و... نشان مي‌دهد كه مراكز و تأسيسات حياتي شهرها به‌ويژه زيرساخت‌هاي حياتي مانند زيرساخت آب، برق، انرژي جزء اهداف اوليه واصلي هستند كه موردتهاجم قرار مي‌گيرند. در اين راستا با توجه به اهميت شهرها، و مطابق با بيانات مقام معظم رهبري در خصوص دفاع همه جانبه و ارزش پدافند غيرعامل، اين رويكرد از مهم‌ترين راهبردها در دفاع از شهر و حفاظت ازجان و مال شهروندان است. با توجه به اهميتي كه تأسيسات شهري مانند آب و فاضلاب و تصفيه‌خانه در سلامتي و حفاظت در برابر جان شهروندان دارد؛ ايجاد اصول پدافند غيرعامل جهت حفاظت از تأسيسات شهري حائز اهميت است. نتايج تحقيق نشان مي‌دهد با استفاده از اصول پدافند غيرعامل ضمن برقراري نظم و امنيت در شهر و برقراري خدمات به شهروندان مي‌گردد؛ همچنين اين راهبرد مي‌تواند منجربه حفاظت از شهروندان از طريق تأسيسات شهري را فراهم آورد.

Given the importance of urban facilities, such as water and wastewater and sanitation, in protecting the lives of citizens, it is important to establish passive defense principles to protect urban facilities. The results of the research show that using the principles of defensive defense while maintaining order and security in the city and providing services to citizens, this strategy can also lead to the protection of citizens through urban facilities.
