چكيده فارسي :
توسعه روستايي به عنوان هدف توسعه و يا راهبرد دستيابي به آن در بسياري از كشورهاي جهان به ويژه كشورهاي در حال توسعه كه بخش زيادي از جمعيت آنها در روستاها زندگي مي كنند مورد تاكيد است. با توجه به نقش برنامه ريزي در دستيابي به توسعه و در نظر گرفتن اين مطلب كه برنامه ريزي به عنوان يك فرايند داراي مراحل مختلفي از جمله تهيه برنامه، اجرا، نظارت و ارزشيابي مي باشد ، اتخاذ يك روش شناسي مشخص در اين روند ضروري مي باشد .رشد و توسعه روستاها نيازمند برنامه ريزي و همچنين نظام برنامه ريزي جامع و كارامد است. عليرغم سابقه بيش از پنجاه سال برنامه ريزي توسعه در كشور، نظام برنامه ريزي توسعه ملي و توسعه روستايي داراي نارسائيهاي اساسي است. روند تحولات اجتماعي، فرهنگي، سياسي و اقتصادي در چند دهه اخير در ايران به ويژه از زمان حكومت پهلوي تاكنون از يك طرف و گوناگوني و تنوع بستر جغرافيايي از طرف ديگر به نوعي خاص از نظام فضايي سكونتگاه هاي انساني منجر شده كه از آن مي توان به عنوان دوگانگي ياد كرد. محروميت بيش از پيش روستاها در مقايسه با شهرها و افزايش روزافزون شكاف بين شهرها و روستاها منجر به عدم تعادل ناحيه اي در كشور شده است. روش تحقيق در مقاله حاضر توصيفي-تحليلي مي باشد و با بهره گيري از نظريات، تجربيات، منابع و اطلاعات به بررسي نظام برنامه ريزي و مدل هاي برنامه ريزي توسعه روستايي در ايران پرداخته و در پايان به ارائه پيشنهادهايي پرداخته شده است.

Rural development as a development goal or strategy for achieving it is emphasized in many countries of the world, especially in developing countries, with a large part of their population living in villages. Considering the role of planning in achieving development and considering that planning as a process with various stages, such as program preparation, implementation, monitoring and evaluation, the adoption of a specific methodology in this process is essential. The growth and development of villages requires planning, as well as a comprehensive planning system. Despite the history of more than fifty years of development planning in the country, the national development planning and rural development system has major disadvantages. The process of social, cultural, political and economic developments in Iran over the past few decades, especially since the reign of Pahlavi, on the one hand, and the diversity and diversity of the geographical basis on the other hand has led to a particular kind of spatial system of human settlements, which can be As a dichotomy. The deprivation of villages more than cities and the increasing gap between cities and villages has led to regional imbalances in the country. The research method in this article is descriptive-analytical and uses the ideas, experiences, resources and information to study the planning system and rural development planning models in Iran. In the end, some suggestions have been made.
