تحليل آينده¬نگرانه از الزامات فراينديِ مديريت هوشمند در هوشمندسازي (مطالعۀ موردي: شهر كرمان)

Future Analysis of Process Requirements of Smart Management in Smart-Making (Case Study: Kerman City)

گرچه تحقيقات زيادي در خصوص شهر هوشمند، در دنيا و حتي در ايران صورت گرفته؛ اما همچنان پروژه¬هاي هوشمندسازي شهرها در برخي از اين كشورها و از جمله ايران عقيم مانده است. هنگامي كه اين تعاريف در يك ظرف واحد مورد بررسي مجدد قرار مي¬گيرند، وجود خلأ¬هايي در آنها به نظر مي¬رسد. از آنجا كه اين تعاريف و بررسي¬هاي داراي خلأ، مبناي نظري بسياري از كارهاي عملياتي در هوشمندسازي شهرهاي جهان سوم قرار گرفته، لذا خود، عامل بسياري از عقيم¬سازي اين پروژه¬هاست.¬ اين تحقيق توسعه¬اي كه با نگاهي آينده¬نگارانه با تكيه بر مطالعات كتابخانه¬اي – اسنادي و پيمايشي (پرسشنامه¬اي) انجام شده است. يافته¬هاي آن به دو بخش مروري و تحليلي – توضيفي تقسيم¬بندي مي¬شود. در ايران يكي از مسائل مبتلابه هوشمندسازي شهرها، نبود فرآيند و غيرسيستماتيك عمل كردن در مسير هوشمندسازي است. در اين تحقيق نيز از نگاه كارشناسان، هيچكدام از الزامات فرايندهاي اساسي ده گانه در مديريت هوشمند شهر كرمان در نظر گرفته نشده است. فرآيندهايي كه ضمانت سيستماتيك عمل كردن در اجراي پروژه¬هاي هوشمندسازي دنياست. لازم است مديريت شهري كرمان با هدف كمك به تسريع هوشمندسازي با دعوت از متخصصان امر در بخش¬هاي دولتي و خصوصي فرآيندسازي را در سرلوحۀ اقدامات هوشمندسازي خود قرار دهند. توجه به نقش¬هاي اصليِ كاركردي شهر در ارائۀ فرآيندهاي مديريتي هوشمندسازي آن بسيار مؤثر خواهد بود كه اين مهم نيز، نيازمند مطالعات عميق¬تر است.

Although a lot of research has been done on the smart city, in the world and even in Iran, urban smart-making projects still remain ineffective in some of these countries, including Iran. When these definitions are placed in a single reagent container, there are gaps in them. Because these definitions and vacuum reviews are the theoretical basis for many of the operational tasks in the intelligence of Third World cities, they themselves are the cause of many of the sterilization of these projects. This research is a forward-looking development based on library-documentary research and survey (questionnaire). Its findings are divided into two parts: review and analytical - descriptive. In Iran, one of the problems of urban smart-making is the lack of process and non-systematic action in the direction of intelligence. In this research, from the experts point of view, none of the requirements of the top ten key processes in smart management of Kerman city has been considered. Processes that provide systematic assurance of the implementation of global smart-making projects. Urban management in Kerman is required to accelerate the development of intelligence by inviting specialists in public and private sectors to process processes in the direction of their intelligence actions. Considering the main functional roles of the city in providing its smart-making management processes will be very effective, which also requires more in-depth studies.
