Fulfilling organizational mission with higher productivity is the priority in public universities as nonprofit organizations. This goal will be achieved by translating vision into objectives and defining casual relationship between them. Hence, we draw a strategy map of Ferdowsi University of Mashhad (FUM) objectives using DEMATHEL method. Results of this research are based on 21 managers’ opinion about relation among university objectives, gathered by questionnaire. We discover that Having productive competent human resources committed to Islamic values and professional ethic is the most important objective. Therefore, FUM managers should focus on human resources and enhance their competency to achieve academic excellence.
