Theoretical Analysis of Urban Cloud Issue in Iran and Solutions for its Gradual Way out Based on Urban Good Governance Framework

مقاله حاضر به دنبال پاسخ به بزرگ‌ترين چالش در نظام مديريت شهري ايران است تا با گذر از آن راه رسيدن به حكمروايي شايسته شهري هموار شود. در اين نوشتار با بررسي نظريات مطرح در حكمروايي و گام‌هاي رسيدن به تمركززدايي، ابتدا به اقدامات تمركز زدايانه در ايران نگاهي انداخته شد. سپس اين اقدامات در اسناد فرادست چون قانون اساسي به‌عنوان مهم‌ترين مرجع تصميم‌گيري و برنامه‌ريزي دنبال شد. در ادامهٔ بررسي وضع موجود، در ابعاد مختلف، برنامه‌هاي پنج‌سالهٔ توسعه از منظر تمركززدايي و حكمروايي شهري تدقيق شد. نتايج حاصل از واكاوي‌هاي نظري مبين اين موضوع است كه با اغماض مي‌توان گفت، شرايط حال حاضر نظام مديريت شهري ايران شرط لازم را براي رسيدن به حكمروايي شايسته شهري فراهم ساخته و شرط كافي براي اين مهم، با ايجاد تحول در فرآيندهاي برنامه‌ريزي از نظام متمركز كنوني را ايجاب مي‌كند. پيش‌شرط اين تحول، كاميابي در چيره شدن منافع تمركززدايي، راه‌اندازي فرآيندهاي واگذاري قدرت و منابع مركز به پايين‌ترين سطح ممكن در ادارهٔ امور همگاني با شيوهٔ نويني مبتني بر اصول حكمروايي شايسته – تصميم‌گيري مردم‌سالارانه و توافقي، قانون مداري، شفافيت، پاسخگويي، مسئوليت‌پذيري، كارايي و عادلانه بودن – نهفته است.

This research attempts to find a solution for the most challeing problem in the urban management system of Iran to pave the way for urban good governance. Through analyzing the theoretical foundations introduced in governance and steps taken to decentralization, first, the decentralization measures in Iran are reviewed. Then, these measures were followed in the national documents such as Iran s constitution as the most important source of decision- making and planning. Analysis of the status quo in many aspects f the five-year plans of development was formulated in terms of decentralization and urban good governance. The results of analyzing the theretical foundations reveal that the present condition of urban management system in Iran has provided ther pre-requsite for aceving a proper urban governace. This pre- requisite is achieved through creating development in planning processes of the current system. It involves success in overcoming the benefits of decentralization, setting up the processes of devolution of the central power and resources to the lowest possible level for better management of public affairs with a new mothod which is based on the principles of good governance, democratic and consensual decision-making, rule of law, transparency, accountability, responsibility, efficiency, and fairness.
