بررسي استراتژي توسعه شهري با رويكرد مديريت در ساخت واجرا

A Review of CDS with management approach in construction and implementation

به دليل گسترش شهر ها نياز به تخصص و برنامه ريزي هاي نوين در زمينه ي ساخت و مديريت پر رنگ تر از گذشته شده است. به دليل كمبود منابع و زمان لازم براي پاسخگويي توسط سازمانهاي انساني و سازمان ملل و سازمانهاي وابسته (ائتلاف شهر ها)موضوعcds (استراتژي توسعه شهري) مطرح شده است.در شرايط كنوني ايجاد تغييرات بنيادي در مديريت ساخت و اقتصاد كلي در جهت به كار گيري cds امري ضروري است و ايجاد تحولاتي در ساخت و مديريت آن مي تواند حياتي به شمار آيد. اين فرايند براي ايجاد تعادل در زمينه هاي مختلف در كشورهاي در حال توسعه و به منظور رسيدن به پايداري برنامه ي ساخت وجود دارد. در اين مقاله به بررسي عوامل تاثير گذار بر اين موضوع پرداخته شده و فرض بر عدم انجام راهبردي اين پيشرفت در كشور هاي در حال توسعه شده است. با توجه به مطالعات ميداني، مروري، كتابخانه اي و استفاده از منابع برگزيده مكتوب كه مورد عمل و استناد است تحليل و بررسي انجام شده است. همچنين از تكنيك SWOT و روش دلفي براي بيان نقاط ضعف و قوت و تهديد و فرصت استفاده شد. موضوعات قابل بررسي در زمينه ي CDS به تامين توسعه پايدار، اصلاح نظام مديريت شهري، زير بناي ساخت ، تحرك پروژه هاي در حال اجرا براي اقشار مختلف و كاهش فقر مي پردازد كه اين مهم پاسخگوي تمامي نهاد هاي اجرايي است و تعيين كننده ي سيستمي مشخص براي ايجاد تعادل در تمامي ارگان ها ميباشد

Due to development of cities modern planning and expertise in the fields of construction and management are required more than ever. The topic of city development strategy (CDS) was introduced as a result of shortage of time and resources necessary for meeting the needs by human organization, United Nations and relevant organizations (intercity organizations). Nowadays it is necessary to perform fundamental changes in the management of construction and economy in order to use CDS and evolving its construction and management could be of vital important. This process is applied in order to create a balance in various fields in developing countries and in order to achieve sustainability of construction planning. The present article studies effective factors of this topic and its hypothesis is that in developing countries this process has not been applied strategically. The analysis for this study is done based on the field, review and library studies and through using selected highly cited references. Furthermore, SWOT technique and Delphi method were used for demonstrating the weaknesses, strength, threats and opportunities. Assessable CDS topics deal with sustainable development modification of urban management systems construction foundation movement of currently implemented projects for different levels of society and decrease of poverty, the matters that could be used by all executive institutions and set a specific system for creating balance among all organizations.
