بحث كنترل ساخت و ساز در تمام كشورهاي جهان يكي از مسائل مهم توسعه شهري و شهر نشيني است. بعضي كشور ها فراخور سيستم هاي اداري تعريف شده با تكيه بر بخش خصوصي بحث نظارت بر ساخت و ساز را انجام مي دهند و ساير كشور ها با بكار گيري نظام اداري دولتي و همكاري بخش خصوصي به اين موضوع مي پردازند. متاسفانه عمر مفيد ساختمانهابه علت استفاده از مصالح نامرغوب و نظارت ناصحيح كم بوده و به اين ترتيب حجم عظيمي از سرمايه و منابع ملي كشور از بين مي رود. تا كنون مطالب زيادو آيين نامه هاي كاملي در خصوص كيفيت مصالح مورد استفاده در ساخت وساز از قبيل بتن و فرآورده هاي ساختماني تدوين شده است وليكن به صورت جدي و شفاف مسائل مرتبط با اجرا و نظارت ساختمانها بيان نشده و در خصوص اين موضوع بيشتر رسانه ها و روزنامه ها با نقل قول از افراد مختلف پرداخته اند.در اين مقاله سعي شده است از سه عامل مهم موثر بر كيفيت ساختمان يعني كيفيت مصالح, كيفيت اجرا و كيفيت نظارت به ارزيابي ضوابط مربوط به كيفيت اجرا و نظارت پرداخته؛ ضمن آشنايي با وظايف مجريان و مهندسين ناظر؛ با نگاهي واقع نگرانه به جامعه مهندسين و دست اندركاران ساخت و ساز, مشكلات و عواملي كه باعث كاهش كيفيت اجرا و نظارت بر ساختمانها مي شود را شناسايي نموده و در انتها نيز راهكارهايي براي كاهش اثر سوء آنها بر امر ساخت ساز ارائه مي گردد. .

In this article, three important factors affecting the quality of the building, namely the quality of materials, quality of execution and the quality of supervision, have been evaluated to assess the quality of implementation and supervision, while familiarizing with the duties The executives and observer engineers made a realistic look at the community of engineers and practitioners .
