Strategic planning of regional transport integrated development (Case Study: Kerman Province)

برنامه ريزي راهبردي شامل استراتژي ها و اهدافي است كه به‌منظور مديريت، نگهداري و تأمين مالي سيستم حمل‌ونقل به روش‌هايي خلاقانه و پايدار عمل مي‌كند. هدف برنامه راهبردي ترويج سيستم حمل‌ونقل متوازن و متعادلي است كه انتخاب‌هايي پايدار را ارائه مي‌دهد. از طرفي هم اين موضوع پرداختن به رويكردهايي كه حمل‌ونقل را به سمت پايداري اجتماعي، اقتصادي و زيست‌محيطي سوق دهد، ضروري مي سازد و يكي از رويكردها يكپارچه‌سازي حمل و نقل است. استان كرمان به دليل عدم برنامه ريزي مناسب در بخش حمل و نقل، به جايگاه واقعي خويش دست نيافته است. در اين ميان نياز به ايجاد يك ظرفيت برنامه ريزي راهبردي مناسب و تغيير سبك برنامه ريزي موجود وجود دارد. پژوهش حاضر از جهت هدف، تحقيقي كاربردي است كه در جهت برنامه ريزي راهبردي توسعه يكپارچه حمل و نقل منطقه اي در استان كرمان مي كوشد. همچنين ازنظر ماهيت و روش اكتشافي- توصيفي- تجويزي است. جهت دستيابي به اطلاعات عمدتاً از طريق مراجعه به متون موجود، كتب درسي، اسناد و مدارك و مقالات خواهد بود و از روش اسنادي استفاده‌شده است. همچنين در ادامه براي تكميل اطلاعات از روش هاي ميداني همچون استفاده از پرسش نامه و از روش مصاحبه استفاده‌شده است. جامعه آماري استان كرمان است و از تعدادي از كارشناسان، متخصصين و مديران برنامه‌ريزي حمل‌ونقل استان به‌عنوان نمونه آماري مصاحبه گرديده است. در پژوهش حاضر، با استفاده ازنظر كارشناسان از طريق مدل دلفي(Delphi) و تكنيك سوات (SWOT) تعدادي راهبرد جهت بهبود شرايط فعلي يكپارچگي حمل و نقل منطقه داده مي شود؛ و در ادامه با استفاده از نرم‌افزار ArcGIS و بر اساس پيشنهاد‌هاي ارائه‌شده، نقشه ساختار فضايي پيشنهادي منطقه ترسيم مي‌گردد.

Strategic planning involves strategies and goals that operate in a creative and sustainable manner in order to manage, maintain, and finance the transportation system. The strategic plan aims to promote a balanced and balanced transportation system that offers sustainable choices. On the other hand, it is necessary to address the approaches that push transport towards social, economic and environmental sustainability, and one of the approaches is transport integration. Due to lack of proper planning in the transportation sector, Kerman province has not achieved its real status. In the meantime, there is a need to create an appropriate strategic planning capacity and change the existing planning style. The purpose of this study is to investigate the Strategic planning of integrated regional transport development in Kerman province. It is also in terms of the nature and method of exploratory-descriptive-prescriptive. In order to access information, it will be mainly through referring to existing texts, textbooks, documents and papers and the documentary method has been used. Also, field methods such as the use of questionnaires and the interview method have been used to complete the information. The statistical population of Kerman province is interviewed from a number of experts and planners of province transportation as a statistical sample. In the present study, using Delphi and SWOT techniques, a number of strategies are given to improve the current conditions of regional transportation integrity, and then using ArcGIS software based on Proposed suggestions are the proposed spatial structure map of the region.
