Impact of Resource Pooling on Capacity Utilization of the Mechanical Resource in Government Sector

Government organization of Uttar Pradesh Public Works Department (India) traditionallysegregate mechanical resources such as machineries, tools and plants etc. into centralizedfunctional divisions such as Road divisions, Bridge divisions, Building divisions, Maintenancedivisions, Mechanical divisions, Electrical and Mechanical divisions, National Highwaysdivisions, P.M.G.S.Y. divisions, World Bank divisions etc. This organizational model is framedbased on the fact of specific nature of jobs performed by a division with a view of higher qualityof work and efficiency. These mechanical resources are dedicated to the divisions to which theyare allocated and perform the jobs related to that division only irrespective of the fact whetherthe division have scope of work or not. This model is challenged by the fact that higher resourceutilization and greater efficiency is achieved when resources are centralized and could performthe jobs related to any division as and when the work is required. This paper examines work loadcharacteristics of divisions to study the favourable conditions for centralization anddecentralization of resources from resource utilization point of view.
