يكي از گامهايي كه خوب برداشته شد اما خوب اجرا نشد، قانون مجريان ذي صلاح بود كه در جهت كوتاه كردن دست افراد غيرمتخصص (يا به قولي بساز بفروش) از صنعت ساخت و ساز تصويب شد، ولي به اهداف خود نرسيد. البته طبق مفاد اين قانون، مجري بايد در تمامي مراحل كار ساخت و اجرا حضور كامل داشته باشد و تمامي مراحل اجرايي صرفاً بايد توسط مجري، مديريت و مورد اجرا قرار بگيرد. به تبع اين موضوع مسؤوليتهاي سنگيني نيز مطابق مبحث دوم مقررات ملي ساختمان بر دوش مجري قرار داده شد، اما در اين زمينه مسايلي وجود دارد كه متأسفانه ناديده ماند و به راحتي از كنار آن گذشتند. در اين مقاله دلايل نهادينه نشدن قانون مجريان ذيصلاح و همچنين لزوم بكارگيري قانون مجريان ذيصلاح بيان مي شود.
