آنچه درمورد شيوه حكومت و مشروعيت سياسي و چگونگي مناسبات دين و سياست درايران باستان به رشته تحرير درآمده ، نشان مي دهد باورها ومعتقدات مذهبي درعهد باستان از اهميتي زياد برخوردار بوده است. به گونه اي كه مي توان ادعا كرد پادشاهان مشروعيت خود و حكومتشان را از دين گرفته اند و هم ترازي دين وسياست باعث شد كه در دوران باستان هر امرديگري درنسبت با دين تعريف شود ، تا مشروعيت آن براي مردم پذيرفتني باشد. دوران باستان كه از فرمانروايي مادها (708پ.م) تا فرمانروايي ساسانيان (651.م) است، در حوزه انديشه سياسي و باورهاي ديني و مذهبي تحت تأثير دوران پيشين تاريخي است. به طوري كه نمي توان مطالعات ايران باستان را بدون درنظرگرفتن دوران پيشين تاريخي به سرانجام مطلوبي رساند. به همان اندازه كه باورها و عقايد مذهبي به زندگي اجتماعي و فردي مردم فلات ايران در دوران پيشين تاريخي جهت مي داد، در دوران باستان به عنوان زيربناي امرسياست ، مدنيت و مشروعيت حكومت ها مطرح بوده است، آن چنان كه در هردوره از تاريخ تعامل دين ، سياست و حكومت همواره برقرار بوده و هيچ گاه گرايش سكولار نسبت به دين مورد تأييد نبوده است.
