چكيده
دو واژۀ طاغوت و استكبار از مفاهيم سياسي است كه در ادبيات مسلمانان، به منظور تفكيك و طبقه¬بندي نظام-هاي سياسي ديني و غير ديني مورد استفاده قرار مي¬گيرند.اين دو مفهوم در قرآن نيز كاربرد وسيع يافته است.پرسش اساسي تحقيق اين است كه آيا ميان اين دو واژۀ در قرآن همساني و هم¬پوشاني وجود دارد؟ يا دو واژه، از دو نوع نظام سياسي متمايز حكايت مي¬كنند؟
فرض اوليه اين است كه دو واژه(ي طاغوت و استكبار) حكايت از دو گانگي نظام سياسي دارند؛ در غيراين، معنا ندارد قرآن از دو مفهوم متمايز، براي تعريف و نشانه¬گذاري يك نوع نظام سياسي بهره¬گيرد.
با تدبر در معاني آيات، مقايسۀ ميان دو واژۀ طاغوت و استكبار و بررسي مصاديق و موارد استعمال ¬دو واژه، روشن مي¬گردد كه طاغوت و استكبار به لحاظ معنا و منشأ نزديك و مرتبط به هم¬ديگر¬ند, در برخي مصاديق و ويژگي¬ها هم¬ساني و هم¬پوشاني دارند, هر دو نظام سياسي( طاغوتي و استكباري) فاقد مشروعيت الهي, در تقابل با حكومت ديني و مانع تحقق ولايت (تشريعي) خداوند هستند.انبيا و پيشوايان معصوم(ع) نيز همواره با هر دو نظام به مبارزه بر خاسته¬اند.با همۀ اين موارد، اما شاهديم كه تفاوت¬هاي در شيوۀ برخورد قرآن با اين دو نظام نيز وجود دارد. قران در مبارزه با طاغوت از شيوۀ استدلال و منطق بهره¬ جسته، نرمش و انعطاف¬پذيري در سخن گفتن با طاغوت را سفارش كرده است. اما نسبت به پديدۀ استكبار برخورد قرآن شديدتر، كارنامۀ مستكبران در تمامي ابعاد سياه¬تر، حضور و پيامدهاي استكبار در جامعه به مراتب، مخرب¬تر معرفي شده است.مستكبران در قران عامل تهديد و استضعاف ملت¬ها، باعث سلب امنيت و آزادي انسان¬ها، پيشگام جرم و جنايت در جامعه معرفي شده است.صفت استكبار در قرآن همواره به ابليس، كفار، معاندان حق و دشمنان انبيا نسبت داده شده است.با آن-كه اجتناب از طاغوت نيز، روي ديگري سكۀ ايمان معرفي شده است؛ اما صفت طاغوت در مواردي به مطلق انسان نسبت داده شده است. در وجود انسان¬هاي مؤمن نيز گاهي روحيۀ طغيان و تسليم¬ناپذيري به وجود مي¬آيد؛ شواهدي تاريخي نيز گواهي اين حقيقت است.در روايات معصومين(ع) نيز حكومت¬هاي به عنوان مصداق طاغوت معرفي شده¬اند كه به ظاهر مسلمان بوده¬¬اند؛ اما حق ولايت و حاكميت الهي امامان را غصب كرده¬اند.
بنابراين ميان طاغوت و استكبار در قرآن، حداقل ترادف و نسبت تساوي بر قرار نيست و دو واژه حكايت از دو نوع نظام سياسي غير ديني دارد؛ كه تنها در برخي مصاديق، اهداف و ويژگي¬ها با هم اشتراك و همساني دارند و بر خورد قرآن نيز با دو نظام يكسان نبوده است.

Abstract
The two terms tyranny and arrogance are of the political concepts used in the Muslim literature in order to distinguish and classify religious and non-religious political systems. These two concepts tyranny=Taghut and arrogance=Istikbar have been widely used in the Qur an. The basic question of the research is whether these two words are corresponding and overlapping in the Qur an? Or these two words, signify two distinct political systems? The Prophets and the Infallible Leaders (a) have always struggled with both the tyrant and arrogant systems. The Qur an has used the method of reasoning and logic in the struggle against tyranny, thus has ordered the prophet to be flexible and lenient in speaking with the tyrants. But in relation to the phenomenon of arrogance, the Qur an has treated them severely, for their works and struggles against the truth have always been destructive in all aspects. The consequences of their arrogance in the society have been more devastating. The Quran has introduced the arrogant ones as existential threats, the major cause for weakening of the nations, forerunners of bringing insecurity and crimes in the society, depriving the people from their freedom. The feature of arrogance in the Qur an has always been attributed to Iblis, the infidels, the opponents of God and the enemies of the prophets. Although, the other side of observing faith is to avoid the tyranny. But in some cases, the evil character of transgression [tyranny] has been attributed to the absolute man. The believers also sometimes get involved in rebellion and resistance. Historical evidence is also a testimony to this fact. In the traditions of the infallible (a), there are also the governments that are introduced as examples of tyrant regimes which were apparently Muslim but they have usurped the divinely designated right of the guardianship and authority of the Imams. Hence, these two words are not synonymous and one can’t set equal relation between the two in the Qur an, and the two words refer to two types of non-religious political system, which, in some instances, have common goals and characteristics with each other. The Quran treatment of the two concepts and systems has never been the same.
