چكيده
ساختارنظام سياسي قرآن ساختاري است كه نه تنها ارزش هاي حاكم بر زندگي سياسي و نيز شرايط رهبران و فرمانروايان آن از جانب دين تعيين و تعريف مي شود، بلكه حتي شيوه استقرار حاكم در راس هرم دولت و به طور كلي، ساختار نظام سياسي و روش هاي مديريت امور عمومي جامعه نيز به وسيله دين بيان مي گردد. بر اساس اين تحليل، تنها نظامي را مي توان مصداق واقعي «نظام سياسي مشروع » دانست كه علاوه بر شرايط ويژه حاكمان، شيوه استقرار رهبران در مسند قدرت نيز مطابق با الگوي ارائه شده در شريعت و دين باشد.بر اساس نظريه سيستمي براي مقايسه دو يا چند ساختار مي تواند از چند جهت به مطالعه پرداخت، از حيث اهداف، قلمروه ،عناصر تشكيل دهنده و رويكردها. در اين مقاله تلاش مي شود وجوه تفوق ساختار نظام سياسي قرآن را بر نظام سياسي ليبرال دموكراسي را با توجه به عناصر ساختاري، مورد بررسي قرار گيرد. از طرفي به دليل اينكه مهمترين عناصركليدي ساختار نظام سياسي قرآن، كه وجه تمايز نظام سياسي قرآني بر ساير نظام ها است، شريعت وحياني، رهبري(ولايت) و مردم است، كه با ايجاد نظام سياسي بر محوريت عبد صالح يك ساختار سلسله مراتبي بوجود مي آورد كه در راس آن پيامبر و امام تجلي پيدا مي كند و در نبود آنها اشبه الناس به آن ها خواهد بود، اين مقاله بر وجوه فاخريت ساختار نظامي سياسي قرآن بر ساختار ليبرال دموكراسي در همين سه محور يا سه عنصر متمركز خواهد شد.

Abstract
The political structure of the Qur an not only defines the governing values of the political life, but also determines the conditions of its leaders and rulers. Moreover, the religion has a say in respect with the designation and installation of the head of the state, the structure of the political system and methods. The management of the public affairs in the society is also expressed by religion. According to this analysis, the legitimate political system not only considers the rulers’ special conditions, but also articulates the method of winning political power in accordance with the religious rulings. Based on system theory, one can compare two or more structures by shedding light on their various aspects such as goals, realm, elements and approaches. In this paper, we try to examine the supremacy of the structure of the political system of the Quran on the political system of liberal democracy, with respect to structural elements. The most important elements of the structure of the political system of the Qur an, which can be termed as the distinguishing features of the Qur anic political system, are the revelatory Sharia, the leadership [guardianship], and the people. This political system, based on a just servant of God, enjoys a hierarchical structure, at the top of which an infallible figure [such as the prophet and Imam] stands. And in the absence of the infallible figure, the people who are most likely to them will occupy the political offices. This article focuses on the supremacy of the Quran s political structure on the liberal democracy political structure in three axes or elements.
