فرهنگ وجه مميزه و مؤلفه اصلي قدرت ملي در عصر جديد است. اقتدار فرهنگي در نظام جمهوري اسلامي ايران برگرفته از اصول و مباني فرهنگ اسلام كه در واقع جهان‌بيني انقلاب اسلامي بود، مي‌باشد. وظيفه نظام مقدس جمهوري اسلامي ايران، چه آحاد مردم و چه مسئولان در همه سطوح، تربيت مردم بر اساس جهان‌بيني اسلامي مي‌باشد. تراز چنين انساني، گوياي روشمند بودن اين تحول همه جانبه برآمده از فرهنگ اسلام بوده و هم موجب تثبيت و تقويت نظام گرديده و هم باعث نفوذ و كارآمدي مديران مي‌شود و در عرصه بين‌المللي نيز قدرت نرم و گفتمان جمهوري اسلامي ايران افزايش مي‌يابد. اين تحقيق بر اساس هدف توسعه‌اي بوده و به دنبال بررسي نفش تهديدات نرم در تحولات فرهنگي از ديدگاه مكاتب ثباتگرا، اعتدالگرا و تحولگرا و تأثير آن ها در امنيت ملي و نيز اهميت توجه به قرآن در مديريت تحولات فرهنگي، شيوه استخراج اصول تحول همه‌جانبه از قرآن و تبيين رابطه آن با امنيت فرهنگي و تأثير آن در استحكام ساخت دروني قدرت ملي ج.ا.ا و تقويت و توسعه اقتدار ملي به روش توصيفي-تحليلي مي باشد.

Abstract Culture is the dominant feature and component of national power in the new era. The cultural sovereignty in the system of the Islamic Republic of Iran is based on the principles and foundations of the Islamic culture, which is, in fact, the ideology of the Islamic revolution. The duty of the Islamic Republic of Iran s holy system, whether individuals or authorities at all levels, is to educate people based on Islamic worldview. The level of such a human being suggests that this comprehensive development has been methodical and based on the culture of Islam. It will in turn ensure the consolidation and strengthening of the system, as well as the efficiency of the managers. In the international arena, the soft power and the discourse of the Islamic Republic of Iran is on the rise. The paper follows descriptive-analytical method. This research is based on the developmental goal of investigating the role of soft threats in cultural developments from different perspectives. There are three main perspectives of stabilizing schools, moderating and transformative schools. The author attempts to study their developmental threats and their impact on national security. Moreover, he attempts to draw everyone’s attention to the Quranic teachings on management of cultural development. As such he undertakes the important task of extracting the principles of the comprehensive transformation from the Quran. And finally, he will explain the relationship between those principles of cultural evolution and cultural security and its impact on strengthening the national power of the Islamic Republic of Iran and the strengthening and development of national sovereignty.
