مفهوم و قلمرو شهروندي از منظر قرآن كريم

The concept and domain of citizenship from the perspective of the Holy Qur an

چكيده در انديشه‌هاي شهروندي موجود، معيار در سنجش مثبت و منفي دولت ها، در رعايت مولفه‌هاي شهروندي قلمرو و چارچوب مرزها، ركن اساسي به حساب مي‌آيد. اين سنجش به لحاظ تاثير گذاري سازمان‌هاي بين المللي اهميت ويژه يافته كه عمل كشورهاي اسلامي به نحوي از اين قاعده مستثني نبوده است. در تحقيق حاضر به اين پرسش پاسخ داده مي‌شود كه: اعتبار قلمروهاي ترسيمي از منظر قرآن كريم چگونه است و مولفه‌هاي شهروندي موجود با آموزه‌هاي قرآن كريم هم خواني دارد يا نه؟ بر اساس يافته‌هاي اين تحقيق، خطابات قرآن كريم فرازماني و فرامكاني بوده و بر نفي قلمروهاي ترسيمي تاكيد دارد و مولفه‌هاي شهروندي با آنچه كه قرآن در روابط اجتماعي انسان با تاكيد بر كرات انسان بيان داشته تفاوت ماهوي دارد؛ گرچه ممكن است در مواردي از نظر شكلي يا محتوايي هم خواني وجود داشته باشد. در نتيجه با استفاده از آنچه قرآن كريم بيان داشته مي‌توان به برتري شهروندي قرآني و پيام جهاني شان، آن را به عنوان يك الگوي مطلوب ارائه كرد، و اين امر با در نظر داشت كرامت انساني كه قرآن روي آن تاكيد دارد قابل تحقق است. واژگان كليدي: قرآن كريم، مفهوم، قلمرو، شهروندي

Abstract In the existing citizenship reflections, the criterion for acceptance or rejection of citizenship in all states is geographical border. In other words, territorial framework of the borders is counted as a fundamental element in respecting citizenship components. This measure has been particularly important in terms of its impact on international organizations. Moreover, the acts of Islamic countries have not been an exception to this rule. In the present research, the author attempts to answer the following question: what is the validity extent of the depicted geographic borders from the viewpoint of the Holy Qur an and are the existing components of citizenship compatible with the teachings of the Holy Qur an? According to the findings of this research, the Quranic teachings are timeless and lays beyond geographical limitations. The Quran emphasize on the negation of depicted geographical borders. There is a substantial and significant difference between what the Qur an has expressed in human social relations with what has been practiced by states on the issue of citizenship. The Quran lays great emphasis on human dignity, whereas the new states accentuate on geographical borders. There are, however, some overlapping examples from these two criteria. Consequently, given the Quranic viewpoint, the Quran has offered a far better and a more human a universal model of citizenship than other schools of thought. Human dignity which the Quran emphasizes on is the base for this favorite model of citizenship. This model of citizenship can be realized. Keywords: Quran, concept, territory, citizenship
