اولويت بندي شايستگي هاي مديريت پروژه¬ با رويكردي مبتني بر معيارهاي ارزشي

امروزه استانداردهاي ملي شايستگي مديريت پروژه در جوامع پيشرفته دنيا مقبوليت زيادي پيدا كرده است. مقالات و كتب منتشر شده متعدد در اين حوزه و توجه بيش از پيش سازمان¬ها به شايستگي¬محوري در مديريت پروژه نيز حاكي از اهميت روزافزون آن دارد. تدوين الگويي براي ارزيابي شايستگي مديريت پروژه براساس ارزش¬هاي اعتقادي و اصول حرفه¬اي به منظور انتخاب، ارزيابي و ارتقاء نيروي انساني پروژه، تأثير به¬¬سزايي در تعالي و رشد حرفه¬اي اين حوزه تخصصي در سازمان هاي پروژه محور خواهد داشت. علي¬رغم اينكه استانداردهاي ارايه شده در سطح بين¬المللي، عمومي بوده و در هر فرهنگ و بستر اجتماعي قابل استفاده مي¬باشند بايستي به فراخور شرايط جوامع، فرهنگ¬ها و نوع سازمان¬ها تعديل شوند. باتوجه به تعدد وجود سازمان¬هاي پروژه¬محور در كشور و الزامات خاص نيروي انساني موردنياز آن¬ها از منظر ديدگاه¬ها و معيارهاي ارزشي، لزوم ارزيابي شايستگي¬هاي مديريت پروژه براين اساس احساس مي¬شود. در اين راستا در مقاله حاضر، ابتدا پيشينه اقدامي در حوزه شايستگي¬ مديريت پروژه در دنيا مورد بررسي قرار گرفت و سپس ابعاد و معيارهاي شايستگي¬هاي مديريت پروژه برمبناي مطالعه اين استانداردهاي بين¬المللي و نيز شناسايي ارزش¬هاي حاكم بر مديريت از ديدگاه حضرت علي(ع) در نهج البلاغه، تبيين گرديد .سپس با كمك روش دلفي، معيارهاي شايستگي¬ مديريت پروژه¬ در ابعاد مختلف در اين سازمان¬ها دسته بندي و ارايه شد. در انتها با استفاده ار رويكرد ANP معيارها وزن دهي گرديد كه براين اساس بعد عملكردي مديريت پروژه از بين 4 بعد شايستگي و معيارهاي مديريت پيكره دانش مديريت پروژه در بعد دانشي و شناسايي راهبردهاي سازمان و همسوسازي فعاليت¬ها با آن¬ها در بعد عملكردي بيشترين وزن و اهميت را به خود اختصاص دادند كه با توجه به ماهيت اجرايي مديريت پروژه منطقي بنظر مي رسد.

Today, the national standards of project management competency in advanced societies of the world have gained much popularity. Focus of organization’s attention to the core competencies in project management more than before Suggests its importance is growing. Develop a model for evaluation of project management competency According to Faith-based values and professional principles In order to select, evaluate and promote human resources of projects Will have a Great impact on professional growth of this expertise area in project-based organizations. Standards should be adjusted to different circumstances, communities, cultures and organizations befor using. Because of exiting many project-based organizations in country and the special requirements they have for hiring human resources from view of value-based criteria the need for assessmenting of project management competency to be felt. In this regard, in the present paper First world researches and actions in the field of project management competency being investigated then based on This study of international standards and also identifying the Islam’ values(Through looking up in nahjol balaghe amir al momenin) the Primary competency dimensions and criteria of project management got determined. Second With Delphi method a questionnaire designed and distributed between the experts of one project-based organization. And after analyzing the answers, the final project management competency criteria in the various dimensions for those organizations indicated. In the end, with ANP method weight of them drived. As the result the functional dimension and managing knowledge sides of project management body of knowledge introduced as the most important competency criteria and dimension
