يكي از وظايف قانوني سازمان ثبت اسناد واملاك كشور ، اشراف كامل بر حدود واقعي املاك ، مستحدثات و اراضي در كشور است، تا بتواند پايه واساس تثبيت و استقرار مالكيت مشروع صاحبان املاك را فراهم وميزان اراضي باير و موات شهري و موقوفات را تعيين نمايد و براي حصول به آن ، به نظامي نيازمند است كه اطلاعات هندسي جامع از محدوده كليه املاك كشور ، مشخصات مالك در ملك و همچنين نماي جغرافيايي و اقليمي را به طور كامل بنحوي در اختيار داشته باشد كه امكان بازنگري پيوسته مجموعه ميسر باشد تا بتواند وظايف خود را با دقت و سرعت و صحت كامل انجام دهد . اين نظام رابا توجه به تعاريف موجود كاداستر نامند كه پديده زمين خواري را كنترل و عدالت اجتماعي را گسترش ميدهد همچنين با شناسايي زمينهاي مناسب كشاورزي و اقليم آنها به ارتقاي كمي و كيفي سطح زير كشت كمك ميكند . يكي ازمهمترين اثرات اين طرح شناسنامه دار كردن زمين جهت جلوگيري از فرار مالياتي است . همه اين موارد نقش اساسي اجراي طرح هاي كاداستري را در جهت توسعه مشهود و نامشهود اقتصادي كشور كه اثرات بلندمدت آن بااهميت تر از اثرات كوتاه مدت آن است، توجيه ميكند. هر چند كاري هزينه بر و زمان بر است اما منافع آن بسيار بيشتر از مخارج آن ميباشد.

Whose long–term effects are more important than its short-term effects . although it is costly and time consuming its benefits are much higher than its cost
