توانمندسازي: راهبردي براي حفاظت و احياي بافت تاريخي شهرها

پس از شناخت ارزش‌هاي بافت تاريخي، لزوم حفاظت براي حفظ ارزش بافت به شدت احساس مي‏شد. در قانون برنامه چهارم و پنجم توسعه جمهوري اسلامي ايران لزوم حفاظت از بافت‌ها و ارزش‏هاي تاريخي و فرهنگي ذكر شده‌است، اما آنچه كه امروزه مشاهده مي شود، عدم‌هماهنگي دستگاه‏هاي ذيربط هست. بافت‌هاي تاريخي در كشاكش مديريت‌هاي مختلف از قبيل شهرداري، ميراث فرهنگي، سازمان اوقاف و... در حال نابودي است. امروزه به نظر مي‏آيد بهترين راه براي برنامه‌ريزي و حفاظت و احياي بافت‏هاي تاريخي استفاده از سرمايه‏هاي مردمي و اجتماعيِ بافت‏هاي تاريخي و مشاركت‌دادن آنان در اين امر است، با توانمندكردن مردم كه با كمك آموزش، مديريت و امكان‌سنجي و ايجاد امكانات، شرايط مديريت بافت را براي آن‏ها فراهم مي‏كند؛ مديريت از دست دولت به مردم انتقال مي‏يابد. دلايل زيادي وجود دارد كه توانمندسازي با درگيركردن و مشاركت مردم ، دستاوردهاي مثبتي در عملكرد ايجاد مي‌كند و يك برنامه‌ي راهبردي اجتناب‌ناپذير براي كار بيشتر با صرف هزينه كمتر است، اين فرآيند اگر چه زمان‌بر اما نتيجه حاصل آن همان حفاظت پايدار است. اين پژوهش به بررسي لزوم و نقش مردم و توانمندسازي آنان در حفاظت و احياي بافت تاريخي و ارائه‌ي راهكارهايي در اين زمينه مي‌پردازد.

In the Fourth and Fifth Development Plans of the Islamic Republic of Iran, the need to preserve historical and cultural values and values has been mentioned, but what is being observed today is the lack of coordination between relevant organizations. Historical textures are being destroyed in the struggle of various administrations such as the municipality, the cultural heritage, the endowment organization, and so on. Today, it seems that the best way to plan, protect and restore historical textures is to use the social and political capital of historical texts and participate in this, by empowering people who are assisted by training, management and feasibility and Provides facilities for the management of the context; management is transferred from the state to the people. There are many reasons why empowerment generates positive achievements in engagement with people, and an inescapable strategic plan for more work at a lower cost, although this is a time consuming process, but the result is the same conservation. This research studies the necessity and role of the people and their empowerment in preserving and reviving the historical context and presenting solutions in this regard.
