تحليل سياست‌هاي دولت اصلاحات با تأكيد بر مسكن شهري

Analysis of Government Policy Reforms with Emphasis on Urban Housing

مسكن، مهم‌ترين كاربري شهري و يكي از شاخص‌هاي عمده ارزيابي توسعه يك كشور است و به عنوان يكي از نيازهاي اساسي در تمام دوران حيات انسان، از مسائل مهم اقتصادي و اجتماعي جوامع مختلف بوده و مي‌باشد. تأثير عوامل مختلف اثرگذار بر اقتصاد شهر، در قيمت زمين و مسكن جلوه‌گر مي‌شود. تغيير و تحولات جمعيتي، سياست‌گذاري‌هاي كلان و منطقه‌اي و تحولات بازار كار، از مهم‌ترين مسائل تأثيرگذار بر اقتصاد زمين و مسكن شهري است. هدف پژوهش حاضر؛ بررسي و تحليل سياست‌هاي دولت سازندگي با تاكيد بر بخش مسكن مي‌باشد. روش انجام پژوهش با توجه به موضوع تحقيق و ماهيت آن توصيفي- تحليلي بوده و از حيث نوع تحقيق بر اساس هدف، در شمار پژوهش‌هاي شناختي قرار مي‌گيرد. بررسي‌هاي اسنادي و جستجوي كتابخانه‌اي براي يافتن سوابق تحقيق، بررسي ابعاد نظري آن در ميان صاحب نظران و فعالان اين حوزه و برداشت از دستاوردهاي تجربي ساير پژوهش‌ها نيز صورت پذيرفته است. نتايج حاكي از آن است كه تقريباً هيچ كشوري مدعي حل مشكلات مسكن در جامعه خود نيست. مسائل برخي از كشورها از نوع كمي بوده كه ناشي از كمبودهاي موجود مسكن، رشد جمعيت، مهاجرت و تنگناهاي اقتصادي است و عمدتا كشورهاي در حال توسعه را شامل مي‌شود. ليكن هر كشوري با توجه به شرايط ساختاري حاكم بر خود، سياست متفاوتي را براي تأمين مسكن گروه‌هاي كم درآمد شهري در پيش گرفته است. يقينا پژوهش و بررسي تجارب موجود در زمينه سياست‌ها، ديدگاه‌ها و برنامه‌هاي تامين مسكن شهري در جهان، مي‌تواند برنامه‌ريزان و سياست‌گذاران مسكن در ايران را به‌منظور ارائه برنامه‌هاي مطلوب و مناسب ياري رساند.

Housing is the most important urban user and one of the main indicators of the evaluation of the development of a country and as one of the basic needs of the entire human life, is one of the important economic and social issues of various societies. The impact of various factors affecting the citys economy is reflected in the price of land and housing. Demographic changes, macroeconomic and regional policies, and labor market developments are among the most important issues affecting the economy of land and urban housing. The purpose of the present study is to study and analyze the policies of the construction government with an emphasis on the housing sector. The research methodology is descriptive-analytic according to the subject of the research and its nature. It is considered to be cognitive research in terms of the type of research on the basis of the goal. Documentary reviews and library search to find the history of the research, to examine its theoretical dimensions among the experts and activists in this field, and to take into account the empirical achievements of other researches. The results indicate that almost no country claims to solve housing problems in their own society. Issues in some countries are of a limited kind, due to existing housing shortages, population growth, immigration and economic bottlenecks, and mainly includes developing countries. However, each country has a different policy in terms of housing for low-income groups, given its prevailing structural conditions. Certainly, research and review of existing experiences in the field of policies, views, and housing programs in the world can help planners and policy makers in Iran to provide the appropriate programs.
