The Fukushima accident led to studies identifying the need for extensive improvements in the response of crisis management to severe accidents at nuclear power plants. Emergency response on NPP site shall be timely implemented and managed without jeopardizing of operation safety functions continuously performed by the personnel. In this paper, the facilities and systems to be used by nuclear power plant licensees to improve responses to emergency situations in a VVER-1000 NPP are studied and a set of instructions describing the actions to be taken by response personnel in an emergency are proposed in detail. In the proposed emergency planning method, the use of mobile crisis center is also recommended. The flexibility and the ease of operation with this kind of facility provide an extra layer of the defense in confrontation with severe accidents in NPPs.
