چكيده فارسي :
يك مجموعه بازرسي، نبايد به عنوان واحدي صرفا منفعل باشد كه وقتي فساد و جرائم در سازمان واقع شد وارد عمل مي شود تا برخورد كند. در واقع بازرسي بايد مجموعه اي پويا باشد كه با رصد دقيق و آگاهانه، مهم ترين وظيفه كه پيشگيري از مخاطرات و ارائه راه حل جهت برون رفت از شرايط دشوار است؛ را انجام دهد. در اين پژوهش، استخراج استراتژي هاي بازرسي از سازمان ها در حكومت اسلامي، با توجه به تعدادي از قواعد فقهي مد نظر قرار گرفت. بر اين اساس با تعريف بازرسي و فرآيند و اهميت آن در سازمان ها و بررسي كنترل و نظارت از ديدگاه تئوري هاي مديريت و تعريف و تحليل قواعد فقهي منتخب با استفاده از روش تحليل محتوا و مضمون و بر اساس قواعد فقهي تدوين شده توسط خبرگان به نتيجه گيري پرداخته شده است. برخي از قواعد فقهي بررسي شده در اين پژوهش، لاضرر ، صحت، احسان، اهم و مهم، تحذير، اضطرار، دفع مفسده و عدل و انصاف بوده است. در ادامه اين پژوهش شرايطي كه اين قواعد در عمل ممكن است با يكديگر تعارض پيدا كنند بررسي شد و نتيجه شد حتي الامكان بهتر است در صورت تعارض، جمع بين قواعد صورت گيرد ولي در صورت عدم امكان، قواعد اهم و مهم و لاضرر با توجه به اينكه به مصالح استراتژيك سازمان در حكومت اسلامي توجه دارند، در اولويت توجه قرار خواهند گرفت.

An inspection suite should not be a mere passive unit that acts when corruption and crime are committed in an organization to deal with. In fact, the inspection should be a dynamic set, with the precise and informed observation, the most important task that is to prevent risks and provide a solution to get out of difficult situations. In this research, the extraction of inspection strategies from organizations in the Islamic state was considered according to a number of legal rules. Accordingly, by defining the inspection process and its importance in the organizations, reviewing the control and supervision from the viewpoint of management theories and defining and analyzing the chosen legal rules using the content and content analysis method and based on the jurisprudential rules elaborated by the experts, the result has been addressed. Some of the jurisprudential rules investigated in this research are: La Zarar, Sehhat, Ehsan, Aham VA Mohem, Tahzir, emergency, repentance and justice and fairness. In the next study, the circumstances in which these rules may conflict with each other in practice is examined and it was even more likely that in the event of conflict, a combination of rules would be better, but if not possible, the Aham VA Mohem , La Zarar Given the strategic importance of the organization in the Islamic government, they will be given priority attention.
