Evaluation and evaluation of the problems of civil projects in Shiraz municipality using content analysis method

اين مطالعه با هدف ارزيابي و بررسي مشكلات پروژه‌هاي عمراني شهرداري شيراز و ارائه راهكار مديريت بهينه پروژه‌هاي عمراني انجام شده و روش تحقيق از نوع كيفي است. جامعه آماري به صورت هدفمند و قضاوتي با استفاده از نظر جمعي هجده نفر از مديران و خبرگان پروژه‌ها انجام شده است. بر اساس نتايج بدست آمده از بررسي ها و نظر به پيچيده و يكتا بودن هر پروژه عمراني شهري، احتمال افزايش زمان اجرا با توجه به محدوديت هاي اجرايي دور از ذهن نخواهد بود. هدف از شناسايي علل افزايش زمان، رفع يا كاهش اثرات آن عوامل ميباشد، بطوريكه بتوانيم پروژه را با حداقل تغييرات نسبت به برنامه زمانبندي اوليه به پايان برسانيم. در اين تحقيق كه بطور خاص پروژه هاي عمراني درون شهري را مورد بررسي قرار داده است، علاوه بر نتايج بدست آمده در گروه هاي مختلف ، مي توان نتيجه گرفت كه ضرورت دوري از مديريت سنتي و پياده سازي مديريت نوين به خصوص وجود سيستم مديريت پروژه در كلان شهرها امري بديهي است و بكارگيري علم مديريت زمان، هزينه، كيفيت،ائتلاف هدف، ريسك، ارتباطات، تداركات و منابع انساني از جمله مقولاتي است كه توجه به آنها در سيستم مديريت پروژه الزامي است. بر اساس نتايج بدست آمده از بررسي ها و نظر به پيچيده و يكتا بودن هر پروژه عمراني شهري احتمال افزايش زمان اجرا با توجه به محدوديت هاي اجرايي دور از ذهن نخواهد بود. هدف از شناسايي علل افزايش زمان رفع يا كاهش اثرات آن عوامل ميباشد بطوريكه بتوانيم پروژه را با حداقل تغييرات نسبت به برنامه زمانبندي اوليه به پايان برسانيم. در اين تحقيق كه بطور خاص پروژه هاي عمراني درون شهري را مورد بررسي قرار داده است علاوه بر نتايج بدست آمده در گروه هاي مختلف مي توان نتيجه گرفت كه ضرورت دوري از مديريت سنتي و پياده سازي مديريت نوين به خصوص وجود سيستم مديريت پروژه در كلان شهرها امري بديهي است و بكارگيري علم مديريت زمان هزينه كيفيت ائتلاف هدف ريسك ارتباطات تداركات و منابع انساني از جمله مقولاتي است كه توجه به آنها در سيستم مديريت پروژه الزامي است.

This study was conducted to evaluate the problems of Shiraz Municipality s development projects and provide a solution for optimal management of construction projects. he statistical population was selected using a collective view of eighteen managers and project experts. Based on the results of the surveys and the complexity and uniqueness of any urban development project, the probability of increasing run-time is due to executive constraints. The purpose of identifying the causes of increasing time is to eliminate or mitigate the effects of those factors, so that we can finish the project with minimal changes to the original schedule. In this study, which specifically examines urban development projects, in addition to the results obtained in different groups, it can be concluded that the need to avoid traditional management and the implementation of new management, especially the existence of a project management system in Metropolises are obvious and the use of time management technology, cost, quality, target coalition, risk, communications, logistics and human resources are among the issues that need to be addressed in the project management system. Based on the results of the surveys and the complexity and uniqueness of any urban development project the probability of increasing run-time is due to executive constraints.
