Advantages and Disadvantages of Iranian accession to the World Trade Organization

از جمله مسائلي كه طي سال‌هاي پس از پيروزي انقلاب اسلامي در كشور مطرح بوده و اظهار نظرهاي موافق و مخالف زيادي پيرامون آن بيان‌شده، موضوع سازمان تجارت جهاني و آثار و پيامدهاي عضويت جمهوري اسلامي ايران در آن است. پي‌آمدهاي عضويت كشورمان در اين سازمان، به عناوين مختلف در برهه‌هاي متفاوت مطرح‌شده و اظهار نظرهاي گاه متعارضي را برانگيخته است. از ابتداي سال ۱۳۷۰ كه اين موضوع در دستور كار وزارت بازرگاني قرار گرفت تا اين تاريخ، بحث عضويت ايران در اين سازمان به كرات عنوان گرديده و طي اين مدت مطالعات و تحقيقات زيادي دربارۀ آن صورت گرفته، همايش‌ها و دوره‌هاي آموزشي متعددي برگزارشده، رايزني‌ها و مشورت‌هاي داخلي چندي انجام و مراحل اجرايي و سياسي مربوط نيز در بالاترين سطح كشور طي شده است. حساسيت موضوع به لحاظ مطرح بودن منافع ملي و راهبردي كشور ايجاب مي‌كند كه ضمن بررسي و شناخت اهداف، اصول و برخي از مقررات سازمان تجارت جهاني، آثار احتمالي عضويت ايران در اين سازمان در ابعاد مختلف سياسي، اقتصادي و فرهنگي موردبررسي و تجزيه‌وتحليل قرار گيرد. بخش اول نوشته به آشنايي اجمالي با ساختار حاكم بر سازمان تجارت جهاني اختصاص‌يافته است. ضمن اين بخش تلاش شده است تا جايگاه اين نهاد در نظام جهاني كنوني مورد بحث قرار گيرد. در قسمت دوم، نحوۀ عضويت كشورها در اين سازمان و روند پيچيدۀ آن مورد بحث قرارگرفته است. در اين بخش نشان داده‌شده است كه جهت‌گيري‌هاي سياسي و قدرت چانه‌زني كشورها، از جمله مواردي هستند كه در راستاي عضويت در اين سازمان نقشي محوري ايفا مي‌كنند. در بخش سوم مقاله، تلاش‌هاي جمهوري اسلامي ايران براي عضويت در اين سازمان مورد بحث و بررسي قرارگرفته است. در اين بخش نيز به‌خوبي مي‌توان به نفوذ برخي از كشورها و جريانات خاص از جمله آمريكا در فضاي مديريتي اين سازمان پي برد. در بخش چهارم ذيل رويكرد اقتصاد سياسي تلاش شده است تا برخي از فرصت‌ها و تهديدهاي عضويت ايران در اين سازمان مورد تجزيه‌وتحليل قرار گيرد.

Among the issues raised over the years after the victory of the Islamic Revolution in the country and expressed a lot of approval and objection is the subject of the World Trade Organization and the impacts and consequences of membership of the Islamic Republic of Iran in it The consequences of our country s membershipin the organization are discussed in different times and had raised some and contradictive comments Since the beginning of the year1370 this has been on the agenda of the business ministry till this date discussions of Iran s membership in the organization have been discussed again and again and there have been many studies about it seminars and training courses had been held domestic consultations sessions had been done implemental and political steps of procedures for the highest level of the country is also taken The sensitivity of the issue in terms of the national and strategic interests of the country requires the goals principles and some of the rules of the world trade organization the probable effects of Iran membership in the organization in different political economic and cultural dimensions to be studied and analyzed The first part of the paper is about a brief introduction to the structure of the World Trade Organization In addition to that part it has been tried in this chapter to discuss the institution s position in the current world system in the second part the membership way of countries in this organization and its complicated procedure has been discussed It is shown in this chapter that the political orientations and the bargaining power of countries include those that play a pivotal role in the membership in this organization in the third part of the article the efforts of the Islamic republic of Iran have been discussed for membership in the organization In this section the influence of some countries and specific flows including the United States is found in the management space of the organization in the fourth part it has been tried to analyze some of the opportunities and threats of Iran s membership in the organization under the political economy approach
