مكانيابي احداث ايستگاه آتش نشاني با استفاده از تكنيك تحليل سلسله مراتبي در شهرداري منطقه يك تهران

اين پژوهش به منظور تعيين بهترين مكان جهت احداث ايستگاه آتش نشاني در شهرداري منطقه يك تهران در محله قيطريه ( به عنوان نقطه كور منطقه از لحاظ امدادرساني) و تعادل بخشي‌ به‌ استقرار ايستگاههاي‌ آتش‌ نشاني‌ در جهت امدادرساني در كوتاهترين‌ زمان‌ ممكن‌ (بين 3 تا 5 دقيقه ) انجام گرفته است. اين پژوهش از جهت روش گردآوري داده ها تحليلي توصيفي مي باشد. به منظور دستيابي به اهداف تحقيق و بررسي سوالات پژوهش، با استفاده از سيستم اطلاعات جغرافيايي (GIS ) سه مكان پيشنهادي در محله قيطريه جهت مكانيابي بهينه ايستگاه آتش نشاني در نظر گرفته شد. در گام نخست جهت تعيين و اولويت بندي معيارهاي موثر، پرسشنامه مقايسه زوجي تهيه و بين 30 نفر از كارشناسان و متخصصين سازمان آتش نشاني و خدمات ايمني شهرداري تهران توزيع گرديد. در مرحله بعد با ورود امتيازات مقايسه اي دو به دومعيارها، با استفاده از روش فرايند تحليل سلسله مراتبي ( AHP) به تجزيه و تحليل داده ها پرداخته شد و جهت تعيين سازگاري مقايسات و منطقي بودن مقايسه زوجي در اين پرسشنامه از نرم افزار اكسپرت چويس استفاده شده و نرخ ناسازگاري تعيين گرديد. در اين مرحله، چهار معيار شامل دسترسي به راه اصلي، جمعيت محدوده هاي مورد نظر، فاصله تا نزديكترين ايستگاه آتش نشاني و همجواري به عنوان معيارهاي موثر شناسايي و با توجه به ميزان محاسبه وزن هريك، اولويت بندي گرديدند. سپس در نهايت با توجه به نتايج بدست آمده از معيارها و با استفاده از تكنيك AHP و محاسبه امتيازات نهايي، از بين سه سايت پيشنهادي، سايت شماره A (مكان پشت مترو قيطريه ) به عنوان بهترين و مناسب ترين مكان جهت احداث ايستگاه آتش نشاني جديد تعيين گرديد.

In this research, method of information gathering is descriptive analytic. In order to achieve research goals and scrutiny of questions were considered three suggested places in Gheitarieh neighbourhood with using of GIS,. In the first step for determine and prioritize effective criteria is provided couples comparison questionnaire and it distributed between 30 experts who are working in fire department and safety services of Tehran municipality. In the next step, the data were analyzed with using of AHP method by applying paired comparison criteria and To determine the compatibility of the comparisons and the rationality of the pair comparison in this questionnaire was applied expert choice software. In this step, four criteria were identified as effective measures including access to the main roads, the population of the target range, distance to the nearest fire station and adjacent. They were prioritized according to their weight calculation. Finally according to the result obtained from the criteria and using of the AHP technique and calculate final scores selected the place behind the Gheitarieh metro station (site # A) from the suggested sites as the best and most suitable place to build a new fire station.
