در تحولات دهه هاي اخير، ديپلماسي فرهنگي در عرصه روابط بين الملل، در راستاي بهبود روابط و مناسبات فيمابين كشورها جايگاه ويژه اي يافته و موجب همگرايي ميان دولت ها و ملّت ها گرديده است. ديپلماسي فرهنگي به عنوان ابزار سياست خارجي كشورها كه هنر ترويج و توسعه فرهنگ را برعهده دارد، در فراهم آوردن زمينه هاي همكاريهاي مشترك و شناخت و شناساندن فرهنگ ها و تبادل ارزشهاي فرهنگي و تحكيم و تثبيت روابط حسنه ميان دولتها تأثير بسزايي داراست. از طرف ديگر در راستاي تحولات منطقه اي و جهان، در استفاده از ديپلماسي سنّتي كه بر مبناي تبادل هيئت ديپلماتيك و اعزام نفرات صورت مي گرفت، اكنون دولت ها علاوه بر آن ابزارها، شيوه و راهكارهاي جديد و تأثيرگذارتر ديگري را به كار گرفته اند كه موجب سرعت ارتباطات و تعامل و نفوذ در بين مخاطبان مي گردد و روند حصول به منافع ملّي را بر حسب نيازها، فرصت ها و تهديد ها به جاي بدنه دولت ها به بازيگران جديدي در عرصه بين الملل سپرده اند. منجمله مي توان به؛ شبكه هاي اينترنتي و فضاي مجازي، سازمان هاي غير دولتي و حتي افراد و نخبگان تأثيرگذار در افكار عمومي اشاره نمود. اين توسعه و گسترش مرزهاي ديپلماسي در روند روابط فرهنگي ميان ملّت ها و دولت ها تأثير بسيار فزاينده اي را رقم مي زند و نيز موجبات ترويج فرهنگ صلح در روابط بين الملل مي گردد. نگارنده در اين نوشتار تلاش مي كند تا با رويكردي توصيفي- تحليلي؛ نقش ديپلماسي فرهنگي در روند ترويج و ارتقاء صلح پايدار در جهان معاصر و عرصه روابط بين الملل را تعريف و تبيين نمايد.

Cultural diplomacy as an instrument of foreign policy of countries that promotes cultural development has a significant impact on providing the fields of joint cooperation, the recognition and recognition of cultures, the exchange of cultural values and the consolidation and consolidation of good relations between governments. On the other hand, in the context of regional and global developments, the use of traditional diplomacy based on the exchange of diplomatic missions and dispatches has now led governments to adopt new and more influential instruments and methods that Speeds communication, interaction and influence among audiences, and puts national interests in line with the needs, opportunities and threats, instead of the state, to new actors in the international arena. These include Internet and cyberspace, nongovernmental organizations, and even individuals and influential elites in public opinion. This development and expansion of diplomacy boundaries in the process of cultural relations between nations and governments will have a very significant effect and promote the culture of peace in international relations. In this paper, the author attempts to define and explain the role of cultural diplomacy in the process of promotion of sustainable peace in the contemporary world and in the field of international relations through a descriptive-analytical approach.
