Assessing Competence and Selection of Contractors Using Fuzzy TOPSIS (Case Study:The Fifth Reginal Iranian Gas Transmission Operations)

Extensive research and activities are done in the field of assessment and ranking of contractors. The volume of project activities of a country includes the basic indicators of development Since in the vast majority of projects’ budget will be spent on operating costs, Implementation of the project needs a contractor with the tailored ability to the project, to avoid the operating costs increasing and accomplish the project within the projected time and resources. Thus, numerous research has been carried out, each of which in turn are incomplete. In this paper fuzzy TOPSIS method was used to evaluate and determining the effective Criteria of assessing contractors, Friedman nonparametric test and a questionnaire is used, and to determine the weight of most effective Criteria, fuzzy AHP pairwise comparison matrix is introduced. In this paper a project of a gas transmission operations company of five regional in 2015 investigated using mentioned method and ultimately leads to top ranking of contractors and contractor selection in tender.
